AT&T’s Lighting Upgrade Sparks Concerns Over Compliance and Security at Bedminster Meeting

The installation would feature motion sensors to increase efficiency, with lights dimming to 50% when not in use and turning on at dusk and off at dawn. The proposed lighting adhered to township requirements for foot candle levels.
However, the discussion revealed tension between maintaining security through adequate lighting and adhering to existing ordinances. AT&T argued that their operation as a 24/7 facility justified keeping lights on throughout the night, classifying all lights as security lighting. This classification would allow them to operate beyond standard lighting regulations, which mandate non-residential lighting to be extinguished by 11 p.m. or at the end of the business day. The board had never previously recognized all lights on a property as security lighting, raising questions about whether this request constituted a design waiver.
Concerns were also raised about the practicality of dimming lights further than the proposed 50%, with suggestions for designated parking areas for employees to minimize lighting needs. However, skepticism was expressed about the feasibility of managing designated parking given the unpredictability of employee schedules.
Public commentary from residents, including James Statmiller and Jillian Young, highlighted concerns about light pollution from both exterior and interior lighting. Statmiller suggested the use of electronic blinds to reduce light spill, while Young noted the glow from the building’s lights, exacerbated by unpulled shades. The board acknowledged these concerns, with discussions on the need for AT&T to address both interior and exterior lighting issues.
The board considered a motion to approve the preliminary and final site plan with conditions on lighting, emphasizing the importance of compliance with existing regulations. It was agreed that AT&T should comply with restrictions facing Clucas Brook and attempt to reduce unnecessary interior lighting. The meeting also touched upon related issues, such as the need for enforcement of existing lighting conditions and the potential for designated contact points at AT&T to facilitate communication and resolution of lighting concerns.
In addition to the lighting discussion, the meeting briefly covered other topics, including a report on the affordable housing ordinance. The township committee had authorized the attorney to file the housing element fair share plan and the spending plan with the court. Queries were made about the occupancy status of housing units on Lyington Road, with reports of full occupancy for residential units but limited success in filling retail spaces.
