The commercial rehabilitation loan program saw notable changes, including rewording of the application process and updates to the maximum loan amount and amortization period. By capping loans at $74,999, the Authority aims to streamline reporting requirements. The changes also allow applicants to self-fund their half of a project if costs do not exceed $50,000.
The small business loan program was also revised, with adjustments to the maximum loan amount and interest rate. The program now requires businesses to be operational for at least one year and applicants to have a minimum credit score of 650. These changes align the program with other EDA offerings and aim to ensure financial stability among applicants. The decision to administer the small business and commercial rehabilitation loans from separate funds is a strategic move to optimize resource management.
Progress from the five-year plan was another discussion point, with updates highlighting the Authority’s active role in the Brown County homeless response team and its efforts to assist first-time homebuyers and multifamily rental property owners. With the introduction of 21 tenant protection vouchers for Sunset Apartments and an increase in Section 8 program vouchers, the Authority has expanded its reach, providing a total of 254 assisted rental units in New Ulm and Brown County.
The meeting also included an update on economic development activities for February, emphasizing collaboration between the EDA, Chamber, and other groups to conduct 150 business visits throughout the year.
