Customers would place orders through an app, verify their identities, and receive deliveries at residential addresses only. These operational changes were in response to the Cannabis Control Commission’s recent extension of delivery options for social equity applicants until 2029, which presented a timely opportunity for Hedi Co. to expand its services.
The discussion also addressed security measures and the necessity of collaboration with the local police department. A security plan would need to be submitted to the police chief, similar to existing requirements for brick-and-mortar cannabis establishments. Concerns about maintaining consistency in fee structures arose, leading to a consensus to apply an additional 10 cents per square foot fee rather than waiving it, with the board deciding to continue the hearing to the next meeting for further deliberation.
Subsequently, the board reviewed a proposal for a Walmart fueling station on Tiffany Boulevard, presented by a representative from Polar Engineering on behalf of Walmart Real Estate Business Trust. The project saw adjustments following feedback from previous reviews, including changes to reduce impervious areas and adhere to buffer requirements. Modifications to the stormwater management system were also discussed, highlighting the inclusion of a jellyfish filter for enhanced phosphorus treatment.
Questions about the drainage plan and the status of the existing outfall prompted the representative to clarify that while the outfall would remain the same size, it would be constructed with different materials. The project, now classified as redevelopment, would reduce impervious surfaces by approximately 500 square feet, aligning with water quality standards. This redevelopment classification was in response to previous queries about stormwater management.
In another significant agenda item, the board considered a proposal from the mayor to remove Article Nine, “Signs and Advertising Devices,” from the zoning chapter and establish it as a non-zoning chapter.
