Farmington Planning Commission Approves Sawyer Glenn Development Amid Concerns Over Lot Sizes

The development standards specify minimum lot widths of 42 feet, depths of 135 feet, and areas of 5,670 square feet. The average lot size is 7,237 square feet, smaller than those in nearby Whispering Fields, leading to several commissioners expressing concerns. They questioned whether the reduced lot sizes prioritized developer interests over community coherence, with one member voicing unease about the potential impact on property values and the neighborhood’s character.
The developer, represented by Steve Trosky of LAR, justified the smaller lot sizes as necessary to provide more affordable housing options, making single-family homes accessible to families upgrading from townhomes. Trosky explained that environmental factors, such as flood plains, wetlands, and existing gas pipelines, also influenced the decision to reduce lot sizes.
The meeting also covered discussions on the development’s traffic implications, particularly along Flagstaff Avenue, a busy thoroughfare with approximately 7,500 vehicles recorded by MnDOT. Concerns were raised about the potential increase in traffic, especially during peak school hours. The commission reviewed a traffic study submitted by the developer, which was deemed acceptable by the engineering department. Members agreed on the need for careful traffic management to minimize disruptions to existing residents.
Construction logistics were another point of discussion, with a focus on access points for construction traffic. The commission emphasized the importance of minimizing the impact on current residents during the construction phase. The developers assured the commission of their commitment to being considerate neighbors, promising to manage work schedules and truck routes responsibly.
The Sawyer Glenn development also seeks several comprehensive plan amendments, including changes to future land use designations and modifications to MUSA and development staging timelines. The PUD aims to provide flexibility in zoning standards, allowing for a reduced minimum lot area and increased building coverage percentages.
Despite initial hesitations, the commission ultimately recommended the proposal to the city council with several contingencies, which the developer agreed to. The motion for a favorable recommendation was seconded and passed, signaling the commission’s support for the project, albeit with noted concerns.
The meeting also addressed the integration of a trail system within the development, which would connect to existing pathways in nearby areas. Although there is no direct trail to the high school, the proposed trails are expected to enhance connectivity within the community.
