Gulf Stream Town Commission Approves Costly Change Orders Amid Construction Challenges
- Meeting Overview:
The Gulf Stream Town Commission meeting was marked by discussions on construction projects, highlighted by the approval of costly change orders necessary to address ongoing infrastructure issues. Several change orders were scrutinized, with debates focusing on the responsibilities and financial implications for the town. Alongside these decisions, the commission also addressed municipal election certifications, sewer service responsibilities, and updates on ordinance regulations and town management logistics.
Foremost among the topics discussed at the meeting were three change orders related to ongoing construction projects. Change Order Number 12 involved significant elevation adjustments at three residences, with a total cost of $25,191.12. Commissioners expressed concerns about the higher costs associated with such orders, noting they often arise during work and lack competitive bidding. Despite these concerns, the commission unanimously approved the change order.
Change Order Number 13, which provided a credit of $5,945 due to a damaged light pole, was also approved. The contractor agreed to absorb the cost of replacement with a different model, as the original was no longer available. This credit was seen as a positive adjustment amid the costly changes required elsewhere.
The discussion then moved to Change Order Number 14, which addressed improper grading on Banyan Drive that resulted in water ponding at a driveway. The correction required replacing curbs and modifying asphalt, costing $21,799.82. The commission debated the responsibility for these costs, given that the original plans were correct, but execution had been deficient. Approval of this change order was tied to a stipulation that responsibility for the expenses would be revisited once the project was complete.
Election results were also certified at the meeting, noting a 57% voter turnout. With the results, five commissioners were seated, and Scott Morgan was elected as mayor, while Thomas Stanley took the role of vice mayor. Their elections were unanimous.
Another focal point was the potential for the town to assume billing and clerical responsibilities for private sewer services. The town manager had gathered necessary documents from the local sewer corporation, forwarding them to a law firm for evaluation. This move could streamline services but requires careful consideration of legal and financial implications.
Discussions also touched on ordinance number 261, which sought to regulate the deployment of hurricane shutters. The proposed timeframe for shutter deployment was December 1st to May 1st, though some residents advocated for a year-round application. Due to the absence of these residents at the meeting, the discussion was deferred to the following month to allow for broader community input.
Resolution 26-1, relating to water rate adjustments, was introduced following increased charges from the city of Delray. The town manager’s analysis suggested returning to a previous break-even rate, resulting in a slight decrease of 40 cents across all tiers. The resolution passed with unanimous support.
An update on fee agreements with the law firm Jones Foster was also presented. Despite not increasing rates in two years, a proposed increase to $400 per hour for attorneys and $200 for paralegals was introduced. This adjustment was acknowledged as still below industry standards, and the commission approved the new rates without opposition.
Lastly, a practical decision was made regarding the town manager’s use of a retired police vehicle. Deemed in good condition, the vehicle was approved for the town manager’s use, avoiding additional costs for a gas allowance.
