Townsend Conservation Commission Evaluates Conservation Restriction Adjustments and Budget Concerns
- Meeting Overview:
In a recent Townsend Conservation Commission meeting, members concentrated on the review and refinement of a Conservation Restriction (CR) plan, particularly regarding land mapping and budget estimations. Focused discussions included the exclusion of unnecessary land sections from conservation designations to prevent future complications and a review of the budget, notably concerning unanticipated survey costs.
The most notable topic of the meeting revolved around the CR plan associated with Dillis and Roy, which included a detailed examination of a map highlighting areas to be potentially excluded from the CR. Members expressed concerns about isolated “fingers” of land that were marked in red on the map, debating their necessity. These isolated strips, not contiguous with the main conservation area, were deemed potentially problematic for monitoring and enforcement, with one member noting they could lead to violations. There was a collective agreement that defining exclusions would clarify land management responsibilities and prevent unnecessary complications in monitoring town-owned spaces. Additionally, there was a discussion about the triangular area on the map and its potential inclusion in the CR, considering its importance for wildlife and its proximity to soccer fields. Adjustments to the shape were suggested to better align with existing structures such as fences, which would improve boundary clarity and monitoring visibility.
The commission also addressed the legal description of the CR, which required precision and detailed measurements from Dillis and Roy. The legal description is important for defining the boundaries accurately and would be included as Appendix A in the documentation. Members briefly considered alternative methods for boundary definition, such as using elevation lines, but concluded these were more applicable to riparian areas and not suitable for the current context.
Budgetary concerns took center stage when the commission reviewed various cost estimates, particularly for the survey, which was reported at $24,500—significantly higher than the initially budgeted $10,000. This discrepancy prompted a reevaluation of the budget, with members discussing the need to accurately reflect actual costs in both the estimate and actual budget columns. Indirect project costs, such as expenses for land stewardship, legal defense, and baseline documentation, were also reviewed. There were suggestions to engage private contractors for baseline documentation to reduce costs, with the North County Land Trust mentioned as a potential partner.
The commission also discussed the necessity of presenting the CR concept to other boards and committees, particularly the planning board, to garner further support. A presentation had been prepared, using a map and deed, despite challenges in displaying full documentation due to strikeouts. Members emphasized the importance of supporting those presenting at these meetings and keeping the commission informed about ongoing developments with the CR.
