Shutesbury Commission Reviews Plans for Transmission Line Upgrade and Forest Cutting

The National Grid presentation was a focal point of the meeting. Representatives Teresa and Joe, along with Arasme de Cruz, outlined the central to western Massachusetts improvement project. This initiative aims to upgrade two circuits originally constructed in the early 1900s, spanning 67 miles. The project involves replacing existing lattice structures with monopoles, upgrading access roads, and reconductoring the lines to support future operational needs at 115 kV. The representatives emphasized the project’s goal to enhance reliability and integrate renewable energy sources into the region’s grid. The timeline for these upgrades is extensive, with permitting processes expected to conclude by 2027 and construction projected to begin in the spring of 2029, continuing through 2033.
Trees will be removed along the corridor edges to ensure clearance, focusing primarily on canopy trees. Various tree removal strategies will be employed, including full clearances, selective removals for equipment access, and pruning where feasible. The project design seeks to minimize environmental impact by avoiding permanent stream or wetland crossings and relocating structures away from wetland areas when possible. Best Management Practices (BMPs) for soil erosion and sediment control will be implemented, with temporary construction matting used to access sensitive areas.
Concerns were raised about the potential impact on vegetation, with assurances given that shrubs compatible with the line’s height will be preserved. Post-construction, wetlands and sensitive areas will be restored as closely as possible to their original state. The total temporary impact to Bordering Vegetated Wetlands (BVW) is estimated at 32,585 square feet, with a canopy cover conversion of 8,712 square feet due to tree removals.
The commission also discussed the longevity and maintenance of the new monopoles, designed for a lifespan exceeding 100 years. Regular maintenance and cyclical vegetation management will be necessary, but the design aims to avoid future full structure replacements. Property owner notification efforts were detailed, with outreach having commenced in 2023. National Grid has established a project hotline and held open houses to engage with the community.
In addition to the National Grid project, the commission reviewed two forest cutting plans. The plan from WD Coals, covering approximately 25 acres on Pelum Hill Road, and the more extensive plan from the Department of Conservation and Recreation (DCR), encompassing 55 acres near Town Farm Road, were both evaluated. The DCR plan included a proposal for a 32-foot wetland crossing, using corduroy matting and bridge structures, and featured a unique 15-foot tall wall of slash to mitigate deer browse. Both plans were noted for their adherence to environmental standards, and the commission unanimously decided not to submit comments on either plan.
The meeting also touched on smaller agenda items, such as community engagement through organized hikes and the need for volunteers to contribute to a local newsletter. The commission is awaiting further communication from a resident at Lake Wyola regarding a dredging project, and discussions are ongoing concerning land management and project bids. Additionally, the commission recommended Michael McDuffy for appointment to the Conservation Commission after a light-hearted exchange where he expressed a desire to be a moose, citing their massive and shy nature.
