Good Thunder City Council Discusses Critical Infrastructure Funding and Fire Department Enhancements
- Meeting Overview:
In a recent Good Thunder City Council meeting, the members focused on topics including infrastructure funding challenges, fire department enhancements, and upcoming community projects. Discussions highlighted the city’s advocacy efforts for a state bonding bill, strategies for securing funding for local infrastructure, and updates from the fire department on new equipment and personnel.
The most notable discussion centered around the city’s efforts to secure funding for infrastructure through a bonding bill in Minnesota. With the absence of a bonding bill in the previous cycle, the city is keen to navigate the complexities of state funding to support essential projects like highways, bridges, and other state-level initiatives. Acknowledging the competitive nature of securing funds among larger cities, the council deliberated on strategies to enhance Good Thunder’s position in the legislative process. The importance of engaging a municipal advisor was emphasized to assess the city’s finances and guide project funding, especially considering Good Thunder’s debt-free status for the past three years.
The conversation also addressed the necessity of early preparation for annual submissions to the Public Facilities Authority (PFA) funding. The council stressed the need for a comprehensive needs list to prioritize projects effectively based on emergencies or funding opportunities. With about 830 communities under 5,000 in population competing for funding, the council recognized the imperative of presenting a well-prepared and realistic funding request.
Further, the council heard from Laura Osley, a funding program manager from Ballic Engineering, who discussed her team’s role in securing grants for community infrastructure projects. Osley highlighted recent submissions, including the annual Water Infrastructure Funding Grant application and updates to the Clean Water Project Priority List. She emphasized the need for continuous collaboration between her team and the city to manage grant agreements and project logistics effectively. A task order was proposed for Ballic Engineering to act on behalf of the city regarding future funding applications, approved for a one-time fee of $5,000 to streamline access to available opportunities.
Fire Chief Mitch Pley provided updates on the fire department’s pursuit of two new trucks, a rescue truck and a tanker. The department is exploring options to purchase a crew cab F550 type truck while remounting an older ambulance module, with confidence in staying under budget. Chief Pley also discussed the need to replace the 1990 L8000 tanker, with hopes of securing an Assistance to Firefighters Grant for the fiscal year 2025. Additionally, the department gained two new firefighters, James Stencil and Dylan Doy, whose memberships were approved without opposition.
The meeting also covered various community and operational updates. Discussions on the future of a building project included plans for alterations to create additional space and the discontinuation of maintaining a skating rink. The council set tentative dates for the spring cleanup and deliberated on logistics, such as managing the disposal of specific items and ensuring clear guidelines for residents. Additionally, challenges with the current e-billing system led to a temporary reversion to mailing physical bills, with plans to assist residents with billing inquiries starting March 30.
Other operational updates included repairs to a lift station pump, monitoring the water system, and ensuring generator power adequacy during emergencies. A brief report was given on ongoing discussions with Pheasants Forever about a potential lease arrangement, with the need for effective collaboration and communication stressed.
