Lynn Haven City Commission Approves New Rehabilitation Facility, Denies Mobile Home Community Application

The proposed rehabilitation facility, a project by Ryan Companies, is set to span approximately two and a quarter acres and will feature a 40-bed, 40,000 square-foot structure. This center aims to serve patients recovering from traumatic injuries, including strokes and spinal cord injuries. A representative from Ryan Companies provided an overview, highlighting the facility’s focus on intensive therapy sessions conducted three times daily during patients’ typical stays, which range from 10 to 20 days. The facility’s development is scheduled to commence in June, with completion projected for mid-summer of the following year. This initiative is poised to fill a service gap left by the previous Health Plex, which transitioned from a Winn-Dixie shopping center.
The discussion on the rehabilitation facility also addressed traffic management, particularly the integration of turn lanes on Baldwin Road to facilitate access. A dedicated striped turn lane is incorporated into the design to minimize traffic congestion. Concerns about the site’s elevation in relation to flood zone requirements were raised, but it was confirmed that the location does not lie within a flood zone, and the construction will adhere to city elevation standards.
Following a motion and subsequent vote, the commission unanimously endorsed the facility’s development. The presence of Ryan Companies’ representatives at the meeting was noted positively, contrasting with previous practices where only engineers attended on behalf of developers.
In contrast, the commission’s earlier decision to deny the Brave Breeze Shore mobile home community application remains a contentious issue, as it is currently under judicial review. The planning coordinator reported that the development would not return to the commission unless a court decision mandates reconsideration.
Additionally, updates were provided on other municipal matters. The city commission recently approved an addition to the Central Pentecostal Ministries building and received state acknowledgment for comprehensive plan amendments. The planning department is also reviewing a proposed deannexation and a delayed development order, with these items potentially appearing on future agendas.
The meeting also addressed changes within the planning board following the resignation of member Jennifer Ber. To maintain continuity, two new members were introduced: Mr. Evans and Mr. Christopher Kle, the latter having prior experience on the board of adjustment. With these appointments, the planning board is now at full capacity.
In support of the planning board’s effectiveness, there was a call for training sessions for board members. These sessions aim to enhance understanding of development applications, land use changes, ethics, and the Sunshine Law, which governs open meetings in Florida. Such training is deemed critical for informed decision-making and adherence to procedural standards.
