Chatham Historical Commission Faces Delays and Approvals Amid Preservation Efforts
- Meeting Overview:
In a meeting filled with discussions on preservation and development, the Chatham Historical Commission addressed delays due to a blizzard, approved modifications to historic properties, and planned for the return of the Coast Guard boathouse. The commission handled applications for significant properties and discussed future projects with a focus on maintaining historical integrity.
The meeting opened with a discussion on the ongoing application concerning 65 Elephantes Lane, a contributing structure in the National Register District, which faced delays due to a recent blizzard. A representative for the applicant requested a continuance until April 21, citing weather-related challenges in preparing necessary documentation. The commission agreed to the continuance, emphasizing the critical nature of the foundation plan in meeting floodplain requirements. This delay sparked concerns among members regarding the frequency of continuances and the need for timely documentation, but the ongoing dialogue among stakeholders was acknowledged.
Next on the agenda was a property on Old Harbor Road, dating back to 1890. The commission evaluated an application for an addition and modifications to an existing garage. Representing the owners, Ken Murphy explained that the addition aimed to expand a mudroom to accommodate a growing family, while retaining architectural details like the gambrel roof. Members expressed confusion about the existing garage’s age and historical significance but concluded that it was not a historic structure due to numerous renovations. The proposed changes received support, with the commission affirming that they would not diminish the historical value of the main house.
The commission then turned its attention to 45 Old Harbor Lane, a structure from 1773. The proposed work involved minimal alterations to preserve the home’s character, including replacing windows and doors covered in lead paint with authentic historic wood windows. Despite some dissent over certain design elements, the commission unanimously supported the preservation efforts, acknowledging the property’s architectural value and historical significance. The proposed work was deemed not to materially diminish the building’s historic significance, allowing the project to proceed without a demolition delay.
Administrative matters followed, including updates on preservation restrictions and applications. An administrative approval was granted for alterations on Barliff Avenue, involving the replacement of windows with French doors, as the changes were not visible from the street. The commission also discussed an archaeological project for the Nickerson family site, with progress reported on its application for the National Register. Preservation awards were addressed, with eleven out of thirteen applications approved, and a ceremony planned for June.
The meeting also covered current demolition delays, with concerns voiced about properties on Crows Pond and 127 Stage Harbor, which faced demolition without recent activity. Frustrations were shared about the effectiveness of these delays. A discussion point was the anticipated return of the Coast Guard boathouse to Chatham, which is undergoing repairs in New Bedford. Preparations for its arrival include logistical challenges, such as road closures, but optimism was expressed about its eventual return and potential eligibility for the National Register.
