St. Cloud Planning Commission Approves Annexation and Discusses Changes to Entertainment District Alcohol Policies

This change aligns with the ultimate city limits outlined in the Joint Planning Agreement (JPA), and Oella County’s Community Development staff confirmed compliance with all required annexation processes.
Concerns were raised regarding the financial implications for the HOA, particularly whether it would start with an empty balance or inherit existing costs. It was clarified that ongoing maintenance costs would now be included in HOA fees, which were previously covered by residents’ MSTU payments. Discussions also touched upon potential fee increases once the HOA assumes control, although it was noted that fees might decrease if the HOA negotiates better service rates.
The condition of roads and other infrastructure being transferred to the city was scrutinized, with confirmation that reviews are conducted as part of the annexation process. Tax implications were also discussed, highlighting that the residents’ current tax payments for solid waste would be phased out as the city assumes those services.
The commission also focused on changes to the entertainment district’s alcohol consumption policies. The proposal to extend alcohol consumption days to include Sunday, Monday, and Tuesday aimed to foster economic development by encouraging events on traditionally slower days. While concerns about increased public nuisance were voiced, police and fire departments reported no issues with the current regulations. The proposal eventually passed with a recommendation for approval, though not without debate regarding the necessity of notifying residents about the changes.
The commission also reviewed ordinance number 2026-17, concerning accessory dwelling units (ADUs). The ordinance sought to remove requirements for two additional parking spaces and associated impact fees, previously set at approximately $25,000, to alleviate barriers for homeowners wanting to construct ADUs. These units are seen as a means to provide affordable housing options. The ordinance limits ADU sizes to 1,000 square feet for lots under an acre, with 60% of the primary residence’s square footage permissible for larger lots. The removal of mandatory parking requirements was discussed, emphasizing that homeowners could still opt to build parking if desired. The commission unanimously supported the ordinance.
The commission also reviewed several other ordinances, including those for a commercial development project in the core area of St. Cloud and regulations concerning the entertainment district’s alcohol policies.
