Freehold Regional School Board Faces Budget Cuts, Plans Infrastructure Improvements
- Meeting Overview:
The Freehold Regional School Board meeting focused on critical budget shortfalls and infrastructure needs. The district is grappling with a 3% reduction in state aid, equivalent to $889,111, while planning substantial facility upgrades, including security system enhancements and science lab renovations. These initiatives aim to maintain safety and modernize educational environments despite financial constraints.
During the meeting, substantial attention was given to addressing the district’s budget challenges. The board discussed a significant reduction in state aid, which has fallen from over $51 million in 2016 to just $28,744 this year. The board emphasized that this 3% cut, the maximum allowed under the current funding formula, underscores the inadequacies within the system, which fails to account for rising costs in healthcare, transportation, salaries, and inflation. This persistent gap in the budget places pressure on the district to seek additional support from the community.
A tentative budget was presented, highlighting cost increases driven by a 15% rise in medical benefits, while the local tax levy is capped at 2%. An investment of between $10 million and $12 million is planned for facility improvements.
Security and safety were at the forefront of the district’s priorities. Plans to upgrade security camera systems to state-of-the-art technology were discussed, enabling law enforcement access during emergencies. This is part of a broader strategy to enhance security, including adding panic buttons across all schools to alert authorities during crises. The district also plans to update fire alarm systems to improve response capabilities.
Infrastructure needs, identified through architectural assessments, were a primary focus. The board discussed a multi-million dollar water treatment system upgrade at Colts Neck High School, generator upgrades to ensure continuity during power outages, and extensive HVAC improvements. Efforts are underway to address inadequacies in air conditioning, particularly in upper-floor classrooms, with plans for chiller replacements at Colts Neck and Freehold High Schools, and rooftop unit replacements across multiple facilities.
In addition to these needs, the board is planning roofing projects for the summer, targeting sections out of warranty. Further improvements include paving work at Marlboro High School and athletic facility upgrades, such as replacing gym floors and bleachers due to wear and tear, and a cycle of tennis court replacements at Colts Neck and Marlboro.
The meeting also highlighted planned renovations for science labs across the district. The administration stressed the need for modernized environments that comply with safety regulations and enhance student engagement. This summer marks the beginning of these renovations, with one lab in each high school scheduled for updates, and additional labs budgeted for the following year. Over $20 million is allocated for various infrastructure projects.
The finance committee’s report, the sole board report presented, centered on budget discussions. Members deliberated cost-cutting measures and revenue enhancements. The committee clarified that measures like pay-to-play and subscription busing would not be included in the current budget, despite rising healthcare costs.
Other topics discussed included a girls flag football program, with a parent meeting scheduled to outline the program’s funding structure, which will require participant payments after initial support from the New York Jets. Personnel and negotiations were also reviewed, with motions to approve various personnel-related items.
The board addressed programmed operations, forwarding a preliminary budget of $246.3 million with a tax levy of $196.8 million for county review. This budget is not final, and the community will have an opportunity to provide feedback before the final vote on April 30th.
Educational programs received unanimous approval, covering items such as a memorandum for police access to security cameras, donations, overnight excursions, and tutor and grant application approvals. New policies on nepotism, sexual harassment, and employment procedures for the chief school administrator were reviewed and successfully voted on.
