Winter Haven Approves Recreation and Cultural Center with No Membership Fees, Sparks Community Excitement

Instead, a “wreck pass” management system will track registrations without imposing a fee.
Parking logistics were also a significant topic of discussion, with the need for adequate space to accommodate events, particularly larger gatherings. The potential for utilizing additional nearby areas for parking was explored, especially for community events. Concerns regarding safety and accessibility were addressed, particularly for the playground area, which lacks lighting at night and officially closes at dusk.
In another major agenda item, the commission discussed a grant award related to the Sapphire Necklace project. After acquiring the Bradco property in December 2023, the city secured a grant from the Protecting Florida Together program for $2,458,780, requiring a 50% match. This grant will support acquisition and construction activities, with the city planning to use previously incurred expenses as part of the match.
The meeting also addressed the replacement of infrastructure components, including a generator at the Third Street water treatment plant and a pump at the Fairfax water plant. These replacements, budgeted at $194,735 and $159,414 respectively, are necessary due to the aging equipment reaching the end of its usable life. The discussion included timelines for arrival and installation, with work anticipated to begin later in the summer.
An emergency purchase was reported concerning wastewater treatment plant 2, where a leaking overflow structure led to partially treated water entering Lake Conan. To manage the situation, the city transported partially treated effluent to another plant, stabilizing the operations with the aid of a centrifuge costing $116,328.
Further discussions took place around the city’s Local Housing Assistance Plan (LHAP), which outlines various housing activities and anticipates $422,449 in revenue for the current fiscal year. Changes to the plan include limiting assistance for owner-occupied rehabilitation and specifying eligibility requirements for applicants.
The commission also tackled the topic of youth sports management in Winter Haven, sparked by concerns over high fees associated with local sports leagues. There was advocacy for a city-managed league to ensure access for all children, though it was noted that additional staffing and resources would be necessary to establish such a system. Existing city use agreements mandate affordable recreational leagues, emphasizing the need for equitable access to city facilities.
Lastly, the meeting touched on the grant aid program, with updates on applications received and funding requests.
