Norton Planning Board Approves New Teacher Contract and Discusses Student Safety and Well-being
- Meeting Overview:
In a recent Norton Planning Board meeting, members approved a new contract for the Norton Teachers Association, discussed safety and well-being surveys for students, and reviewed plans for future educational trips. The board also addressed the resignation of a school committee member and the superintendent evaluation process.
The most notable development from the meeting was the approval of a new contract for the Norton Teachers Association. After a prolonged negotiation process that began in November 2024, the Memorandum of Agreement (MOA) was finally ratified. The agreement introduces a new salary grid designed to equalize step increases over time while eliminating discrepancies between different steps. This change is expected to make Norton a competitive district in terms of attracting and retaining quality teachers, with the district now among the highest paying in the area. The contract also includes cost-of-living adjustments (COLAs) of 2.5% for the first two years and 2.75% for the third year. The board expressed satisfaction with the finalized agreement, highlighting the collaborative effort of various stakeholders, including custodians, administrative assistants, and teachers, in reaching this milestone.
Another topic was the discussion around the reissuance of a student health and well-being survey. The wellness committee proposed updating a health survey that evaluates students’ habits and risks related to mental health, exercise, substance use, and more. The survey’s previous iteration, conducted in 2017, revealed concerning statistics, including that 75 students had considered suicide. The updated survey will reduce the number of questions to make it more manageable for students. There was debate about the appropriateness of certain questions, particularly for younger students, with some members suggesting sensitive issues like sexual activity and drug use should remain family discussions. Despite some unease, the survey was approved by a majority vote.
Safety during educational trips was another focus. Plans for future tours to Europe, including a trip to Germany, Switzerland, and Austria in April 2028, and another to Australia in the summer of 2029, were outlined. The board emphasized maintaining a balance between enriching experiences and student safety. Due to low enrollment in previous years, a decision was made to limit trips to one per year. The representative assured the board that emergency policies are in place, including a global protection plan ensuring refunds for cancellations. There was discussion about the adult-to-student chaperone ratio, with a commitment to having all chaperones be Norton public school staff members.
The meeting also addressed the resignation of school committee member Audrey Mashella, who is relocating out of town. Her departure was acknowledged with appreciation for her service, and the process for appointing her replacement was outlined. The vacancy will be filled by a joint appointment by the school committee and the board of selectmen, with the appointee required to run for election in the next cycle.
Finally, the superintendent evaluation process was reviewed. The superintendent provided a midyear update, noting that the annual evaluation typically occurs before the April elections. Moving forward, evaluations will be conducted every other year, allowing more time for both the superintendent and the committee to prepare. There was some frustration with the state-mandated evaluation form, with members expressing a desire for the district to have autonomy in evaluating its own superintendent.
