Acushnet Planning Board Delays Key Site Plan Review Amid Stormwater Concerns
- Meeting Overview:
In a recent meeting, the Acushnet Planning Board focused on developments, including a site plan review for a proposed construction company’s storage facility, stormwater management for a solar project, and potential amendments to business village district regulations. The board decided to postpone discussions on the storage facility to April 2, while they agreed to send the solar project proposal for peer review and continued discussions on zoning changes.
The board’s attention turned to a request for modifications to a solar project on Main Street, where ongoing stormwater management issues were discussed. The applicant, represented by Evan Connley, proposed solutions to counter the reduced stormwater capacity due to the elevation of the site entrance. Connley outlined a plan that included extending contours into the hillside, adding a culvert, and installing riprap berms to manage stormwater flow effectively. Temporary compost filter socks were also suggested to control stormwater during construction.
A discussion followed about whether these proposed changes would require a modification of the existing stormwater permit. A board member emphasized the need for precise calculations to ensure the new design compensates adequately for the previously lost stormwater capacity. This member expressed the importance of maintaining equivalent water retention capacity to prevent potential flooding issues.
The board collectively deemed the proposed approach reasonable but contingent upon the results of a peer review. A consensus was reached to engage the engineering firm Merrill for a thorough evaluation. The board agreed to postpone further discussions until April 16. Connley committed to coordinating with Merrill and providing necessary contact details to facilitate a review.
In the meeting’s latter discussions, participants considered amendments to the business village district regulations. A document from the town of Norton was used as a reference point, sparking dialogue on permissible uses within the district. Opinions varied regarding the inclusion of gasoline filling stations, service stations, car washes, and commercial recreational facilities like tennis courts, which some suggested should be allowed through special permits if they meet certain criteria.
Further debate centered around tattoo parlors and medical marijuana dispensaries, with participants noting the potential economic benefits of such establishments. The idea of adopting the Village Center Core (VCC) model, which integrates residential use, open space, and agricultural resources, was floated as a possible framework for the amendments.
A call was made for community input, urging residents to participate in public hearings and share feedback via email on setbacks and permitted uses. Participants were encouraged to review the Norton document and identify agreeable or disagreeable sections for further consideration.
