Fair Haven Planning Board Discusses Master Plan and Public Engagement Strategies
- Meeting Overview:
At the recent Fair Haven Planning Board meeting, the board tackled issues related to the master plan update, public engagement strategies, and procedural adjustments. Discussions emphasized the need for efficient meeting management, legal compliance, and proactive community involvement in upcoming surveys and public events.
The meeting’s primary focus was on the master plan, with updates provided on the status of the community survey. The survey had received a strong initial response, with board members discussing the importance of encouraging continued participation. They emphasized the need for clear communication regarding the survey’s end date to avoid confusion and maintain public engagement. The survey’s findings are expected to influence subcommittee discussions on various master plan elements, including circulation, utilities, recreation, open space, and land use, which were topics of previous meetings regarding affordable housing.
The board’s dialogue highlighted the need for changes in the downtown area, although the housing element was not the primary focus of the ongoing discussions. A motion was proposed to approve and constitute several committees to work under the direction of the steering committee and planner Michael Sullivan to facilitate the master plan process. These committees include a steering committee, utilities committee, and recreation and open space committee. The circulation committee’s composition was noted as a future agenda item, with plans to revisit its formation in the following week.
A development was the announcement of additional funding for the business district segment of the master plan, supported by local planning services offering pro bono assistance. This initiative aims to enhance the planning process and address the needs of the business community. During public comments, Carolyn Fergus raised concerns about the lack of representation from the Fair Haven Business Association on the committee handling the business district. She expressed her intention to liaise with the association’s leadership to suggest potential representatives, emphasizing the importance of including business voices in the planning process.
The meeting also included discussion on the procedural aspects of handling applications and the need for legal guidance, particularly regarding compliance with the Municipal Land Use Law (MLUL). Board members stressed the importance of allowing all parties to present their cases fully, despite challenges during hearings. There was a consensus on the necessity of balancing thorough discussion with efficient meeting management.
Another topic was the proposal to establish time limits for presentations during hearings. A member suggested that each side should be allotted one hour, with possible extensions at the board’s discretion. This proposal aimed to manage meeting durations effectively while considering legal frameworks that govern the rights of applicants and objectors. The board acknowledged the complexities of managing testimony in a quasi-judicial setting and the importance of procedural fairness.
Additionally, the board discussed the authority to determine the qualifications of professionals presenting before them, noting that unless there are questions regarding an individual’s licensure, broad allowances exist for representation.
The meeting concluded with a brief executive session to provide further clarification on issues related to a previous hearing. The duration of the session was approximately 15 minutes, with the chair assuring attendees that no further action would take place afterward.
