Kingston Balances Housing Development with Community Character in New Planning Initiatives
- Meeting Overview:
The Kingston Planning Board convened to discuss issues affecting the town’s future, focusing on a nearly finalized housing production plan, zoning bylaw amendments, and various infrastructure projects. The board addressed the challenges of balancing housing growth with preserving community character, while also navigating the complexities of zoning recodification errors.
The housing production plan emerged as a primary focus, with Jason D. Roier of the Old Colony Planning Council providing an update on its progress. The plan is 95% complete and aims to guide Kingston’s housing strategy for the next five years. It addresses affordability, supply, and community alignment, with a goal of increasing the town’s subsidized housing inventory (SHI) to meet the state benchmark of 10%. Currently, Kingston’s SHI stands at about 5.1%, requiring approximately 254 additional units to reach the benchmark. The plan outlines the need for 400 to 550 new housing units by 2035, with a portion being income-restricted. Roier emphasized the importance of including diverse housing options, such as smaller homes, workforce housing, and affordable rentals, while proposing zoning reforms to ensure new developments fit Kingston’s architectural character.
A discussion point was the potential inclusion of Accessory Dwelling Units (ADUs) in the SHI. Although ADUs would increase the overall housing stock, there is concern that they might lower the SHI percentage. However, ADUs could enhance housing affordability by providing smaller, needed units within the community. Roier suggested that Kingston should explore the inclusion of ADUs in the SHI, citing successful implementations in similar towns.
The meeting also addressed zoning bylaws concerning ADUs and accessory structures. A proposal was made to amend the Kingston housing production plan to incorporate ADUs as a strategy, following the example of successful provisions in Abington. The board discussed the need for clarity in the bylaws, particularly regarding dimensional standards for detached accessory structures. A proposal was put forth to change the setback for larger accessory structures from five to ten feet from the rear lot line. This change was motivated by the need to address current limitations and create a more coherent zoning framework.
Additionally, the board examined zoning bylaw recodification errors from 2025, which had led to the unintended misclassification of certain commercial and industrial uses. These errors resulted in confusion about what was permitted in various districts, emphasizing the need to reinstate previously allowed uses. The board acknowledged the complexities involved in correcting these issues.
The meeting continued with discussions on the Charles Drive subdivision, where developers requested to post a cash deposit as a performance guarantee for outstanding work. This deposit, totaling $218,297, will cover costs such as paving and signage installation. The board approved the performance guarantee, allowing for the release of remaining lots in the subdivision contingent upon the deposit receipt.
In infrastructure updates, the board reviewed ongoing projects funded by past grants, including improvements to the Grove Street crosswalk and updates on state projects like the Route 106 paving and exit 20 ramp designs. The benefits of proposed roundabouts at the Big Y intersection were discussed, noting their potential to enhance traffic flow and safety without requiring land takings.
The meeting concluded with a reminder about the upcoming deadline for town meeting articles and an invitation for community participation in future discussions on Main Street design ideas. The board emphasized the importance of public involvement in shaping Kingston’s local infrastructure, encouraging residents to share their input on traffic calming strategies and streetscape design.
