Terminated Employee Challenges Gloucester Township School Board Over Alleged Procedural Violations
- Meeting Overview:
In a Gloucester Township School Board meeting, a terminated employee raised accusations against the school district for procedural violations and potential retaliation, while the board also recognized student achievements through the “Star Student” program. The meeting featured presentations from various school representatives and discussions on field trips and budget matters.
During the public comment section, Darthy Hope DeLo, a former employee of the Gloucester Township Schools, addressed the board with a detailed statement regarding her termination. Her comments focused on what she described as procedural misconduct and potential retaliation by the district. DeLo highlighted that the district’s Policy 4161, enacted in December 2023, was applied to her case in a manner she claimed was retroactive. She argued that this policy played a role in her dismissal. DeLo asserted that the timing of her termination, which occurred just before she was to become eligible for lifetime medical benefits, implied bad faith on the part of the district.
DeLo further detailed several points of contention, including the lack of documented evidence justifying a psychiatric evaluation she was required to undergo. She reported that the district did not provide her with a hearing to contest her termination, which she believed was a violation of her rights. She also claimed that her dismissal lacked board approval, a step she stated was necessary under the policy guidelines. Throughout her remarks, DeLo emphasized her 37 years of service in the district, her clean disciplinary record, and her accumulation of 103 sick days. She recounted the difficulties faced upon returning to work after hospitalization, citing an environment she described as hostile and unwelcoming.
In addition to DeLo’s allegations, the meeting included several notable agenda items. The board approved a series of resolutions, including a motion to amend a student ID and the addition of Christina Perrine as a substitute math teacher at Glen Landing Middle School. These items were passed following a roll call vote, which saw unanimous support from all present board members. However, there were dissenting votes and abstentions on select financial items presented by the business administrator, reflecting ongoing discussions about fiscal management within the district.
The meeting also shone a spotlight on student accomplishments through the “Star Student” program, an initiative designed to celebrate student achievements and foster essential skills. Assistant Superintendent Trow introduced representatives from Glendor Elementary School, where fifth-grade ELA teacher Nancy Balley and guidance counselor Stan Conover discussed the success of their “peacemakers” program. This initiative, aimed at improving students’ communication and problem-solving skills, involved training students like Richard Mecca and Olivia Ilgenfris in peer mediation. Balley expressed pride in the students’ commitment and the positive influence they have had on the school environment. Conover echoed these sentiments, noting the program’s success across various grade levels.
In addition, the board recognized the efforts of the Health and Wellness Club from Loren Fleming Elementary School. Mr. Castro, a representative of the club, highlighted the group’s focus on character building and teamwork, sharing anecdotes from students to illustrate their personal growth. Following these presentations, the board expressed appreciation for the students’ achievements by awarding certificates and applause.
Superintendent John Bilodeau sought the board’s approval for agenda changes, including field trip plans for Charles W. Lewis School’s seventh-grade students to visit Lincoln Financial Field in Philadelphia. He also requested the withdrawal of two personnel-related items.
The finance committee discussed audit findings and upcoming budget discussions, while the policy committee reviewed ongoing policy items. The curriculum committee addressed changes in grading scale recommendations and updates on district grants.
