Revere City Council Approves Construction Contracts, Overcoming Delays and Securing Budget Savings.
- Meeting Overview:
The Revere City Council meeting focused on progress and financial decisions regarding the ongoing construction projects, highlighted by the approval of contract amendment number nine for Conigley. This amendment, marking a step in the development, was passed with eight votes in favor.
A major highlight of the meeting was the final pre-GMP (Guaranteed Maximum Price) award package for Conigley, which represented contract amendment number nine. This amendment focused on the awarding of filed sub trades, crucial components that require public bidding. The council discussed the necessity of awarding these trades promptly due to the nearing end of the 31-day bid validity period. The trades covered by this amendment include structural steel, earthwork, and concrete, among others, totaling approximately $134 million, representing about one-third of the total project. This package, along with previous pre-GMP documents, brings about two-thirds of the project under contract, transitioning from estimated to hard bid values.
The financial aspect was particularly significant as the projected total GMP of $395.4 million was reported to be $16.5 million or 4% under budget. Discussions ensued about the potential allocation of these savings, with considerations to reserve some funds for any findings in an eminent domain lawsuit while also exploring the possibility of accelerating the project schedule. A notable point was raised regarding the inclusion of lighting for two athletic fields, an alternate bid valued at around $1.8 million. The council debated the practicality of fields without lighting, ultimately deciding to include the sports lighting in the amendment, emphasizing the extended utility and potential revenue from field rentals.
The meeting also focused on recent construction progress updates, particularly regarding Building F, which will house a gymnasium, and Building E. Two construction crews are working simultaneously to expedite the foundation work before the anticipated steel delivery in mid-July. Earlier delays due to soil testing had pushed the schedule back, but measures have been implemented to adjust the timeline, with the project team confident about maintaining the projected completion date of winter holiday 2028. Despite the risks posed by weather conditions, the early commencement of foundation work is deemed necessary to mitigate future delays.
Attention then turned to the upcoming approval of the Guaranteed Maximum Price (GMP) contract, a step scheduled for a future meeting. This contract will define the project’s financial parameters, transitioning from estimates to a binding agreement based on the final budget summary. The GMP will incorporate costs from issued construction documents and bids from trade contractors. The council emphasized the importance of financial safeguards within the GMP, including allowances for potential changes and risks. Council members were urged to review the GMP document prior to its approval.
Earlier in the meeting, the council addressed several invoices tied to the construction efforts. Left Field’s invoice for construction administration, Briggs’ invoice for construction material testing, and Perkins Eastman’s invoice for the completion of the bidding phase were all discussed and approved unanimously. The largest invoice from Consigli Construction, requisition 9A, amounted to $5,363,833.60. It covered direct subcontractor work, including site work, structural steel, and concrete preparations.
