Beach Haven Borough Council Embraces Stigma-Free Mental Health Initiative

Michael Roach and Jennifer Gallagher from the Ocean County Mental Health Association led the discussion, urging the council to join 29 other municipalities in the region by adopting the stigma-free resolution. They emphasized the importance of creating an environment where mental health can be openly discussed without fear of judgment. Roach shared his personal connection to the issue, recounting his family’s experiences with his son’s bipolar disorder and the denial and challenges they faced in seeking treatment. He highlighted that stigma often prevents individuals from acknowledging their need for help and seeking necessary treatment.
The presentation underscored the need for community support, noting that “95% of the people that get help are able to lead a normal life.” The speakers encouraged the council to take action, pointing out the troubling trend of increasing mental health issues among younger people. They suggested making pamphlets and information on mental health available in public buildings to assist families. Additionally, they introduced a program called mental health first aid, designed to equip individuals with skills to assist those in mental health crises.
One member remarked on the widespread impact of mental health issues, stating, “I think we all know somebody or we are related to somebody who… suffers.” The council’s consideration of the stigma-free resolution reflects a collective understanding of the issue and a desire to align with community values.
In other matters, the meeting featured a proclamation celebrating March 2026 as a month dedicated to senior nutrition programs, recognizing the contributions of Meals on Wheels Ocean County. The proclamation highlighted the organization’s impact, with more than 286,000 meals delivered to over 2,300 seniors in 2025. Mayor Colleen Lambert shared personal experiences with Meals on Wheels, emphasizing their critical role in supporting seniors by providing meals and social interaction. Angela Galuchcci, representing Meals on Wheels, accepted the proclamation and discussed the need for volunteers, noting efforts to revitalize the organization’s volunteer program affected by the pandemic.
The council also approved several resolutions on the consent agenda. Notable among them was Resolution 79, authorizing the purchase of additional radios for the police department. Other resolutions recognized community events such as Older Americans Month and National Volunteer Week. The council showed unanimous support for these resolutions.
General discussions during the meeting included updates on a draft ordinance regarding the water utility chapter of the local code, with plans to introduce it at a future meeting. A council member suggested further discussion on the stigma-free resolution, expressing support for the initiative and emphasizing the need for uniformity in the town’s involvement.
The meeting concluded with reminders about upcoming community events, including a benefit party for the Beach Haven PTA and a special program to honor Vietnam veterans. Additionally, condolences were extended to the family of a well-known local figure, Dave Olivier, who had recently passed away.
