Freetown Board Grapples with $31 Million Library Project Amid Leadership Transition
- Meeting Overview:
In a recent meeting, the Freetown Board of Selectmen tackled a variety of issues, headlined by the significant funding challenges facing the town’s library and Council on Aging project, now projected to cost $31 million. This meeting also marked the final session for chairperson Trevor Matthews, who received recognition for his years of service.
The most urgent discussion centered on the escalating costs of the combined library and Council on Aging building project. Originally budgeted at $15 million, the project’s cost has swelled to $31 million, creating a financial dilemma for the town. The Massachusetts Board of Library Commissioners is poised to vote on a crucial $10.2 million grant, which, if not secured by June 1st, would jeopardize the project’s funding. There was a consensus that the project may need to be adjusted to balance financial realities, with potential cuts to parking areas as a cost-saving measure.
Participants discussed the limitations of the current building, particularly in plumbing and space for community activities. However, the town must confront the financial burden, including an anticipated $250,000 annual maintenance cost for the new library. The board acknowledged the need for community engagement and transparency as they strategize on securing additional funding and possibly pursuing further borrowing, pending voter approval at the next town meeting.
Another topic was the personnel issue concerning pay rates for seasonal positions, specifically for parking control officers and the beach and boat ramp manager. The board considered raising the pay for parking control officers from $18 to $22 per hour, recognizing the challenges in attracting applicants. There was also a proposal to increase the seasonal manager’s pay to $26 per hour, aligning it with the adjusted pay for the officers. The need to adjust pay rates was emphasized, especially given the importance of having trained personnel in place for the upcoming season. Revenue from kiosk fees remained stable, but increased wages would draw more from the revolving fund.
Adjustmentsttention was also directed towards the reaccreditation of the Freetown Police Department under the Massachusetts Police Accreditation Program. The achievement was lauded by attendees, including Rep. Blette and a representative from Senator Rogers’s office, who praised the department’s dedication to public safety.
In a heartening segment, the board recognized the efforts of various departments during the recent blizzard of 2026. The Highway Department, Fire Department, Public Safety Dispatchers, Facilities Department, and Council on Aging were all acknowledged for their exemplary service. Chief Scott Rose of the Police Department expressed pride in the team’s performance, while Chief Harry Ashley Jr. of the Fire Department emphasized the sacrifices made by personnel and their families during emergencies. The board arranged for gifts to be distributed to those involved in the storm response, fostering a collaborative atmosphere.
A notable moment occurred as the board bid farewell to chairperson Trevor Matthews, who was attending his final meeting after six years of service. Matthews was commended for his leadership, especially in securing grants for essential projects, managing infrastructure needs, and maintaining fiscal responsibility. A plaque was presented to Matthews, and representatives from the state delivered an official citation acknowledging his contributions. The farewell was marked by gratitude and recognition for the collective achievements during Matthews’ tenure.
