The total capital request amounted to $914,000, covering various items, including the Morgan fire station repairs and a transport vehicle for the Council on Aging. Additional capital purchases included $32,000 for PEG equipment and $22,000 for town dock piling replacements, totaling $72,000. Discussions underscored the importance of presenting clear and specific requests to voters, with a proposal to combine various purchases into one article. Smaller capital requests, including those for a municipal office security system and library printer, were addressed in Article 13, totaling approximately $25,700. The board approved these capital purchases, with motions to separate specific requests into distinct articles for the town meeting ballot.
The board also addressed several articles concerning financial management. Article 14 dealt with an unpaid unemployment expense, and Article 15 related to a reserve compensation fund financed through free cash. Both articles were approved unanimously. The board discussed citizens’ petitions and their placement on the agenda, ultimately opting to leave them as is.
Further articles included excise tax adjustments and various planning board recommendations. Article 20 involved excise taxes, approved with a corrected 7.75% tax rate, while Article 22 introduced a new bylaw from the planning board. Bylaw changes and zoning adjustments were also discussed, with articles requiring a two-thirds majority confirmed and passed. Post-article discussions considered the implications of these changes and the need for further review by the Attorney General’s office.
