Concerns had been raised at a previous meeting about the extension of Hudson Drive to Sam West Road, and Deo emphasized that their group had consistently supported the town’s access to this property for future road construction. He assured the board, “We have no intention of ever preventing the town from completing the roadway in any way.” Deo explained that the project encompasses not only the dog park but also rail trail parks and solar energy initiatives, promoting a collaborative approach to planning that aligns with the community’s best interests.

Following Deo’s comments, resident Lawrence Cohen addressed the board, highlighting safety concerns on Point Grove Road due to insufficient shoulder space for pedestrians. He pointed out the regular use of this road by walkers and cyclists, emphasizing the need for improved infrastructure, such as a dedicated sidewalk. Cohen remarked, “It does impress me as being somewhat dangerous,” urging the board to prioritize pedestrian safety in their planning.

The board then transitioned to agenda items, starting with the awarding of a lake management contract. After reviewing bids for a three-year lake treatment contract valued at $30,000 annually, the board decided to award the contract to Solitude, a company with which they had an established working relationship. This contract is part of a collaborative effort with Suffield and Citizens Restoring Congam, funded through the lake management and restoration budget and a hydrilla grant.

Next, the board discussed amendments to the intermunicipal regional dispatch services agreement. Legal counsel was consulted about a proposed shift from an executive to an advisory role, particularly as a new town was added to the agreement. The board deferred further discussion until legal feedback was provided. They did move forward with an intermunicipal agreement for veteran services among Southwick, Granville, Tolland, Russell, and Agawam, approving it without objections from legal counsel.

The board also addressed the issuance of seasonal liquor licenses for Edgewood Golf Course and another establishment. Concerns arose about whether required inspections were completed, leading the board to approve the licenses conditionally, pending inspection completion.

In compliance with Massachusetts regulations, the board reappointed Lzanne Bennett as inspector of animals, despite some discussion about the role’s inclusion in her job description. They emphasized the necessity of an official appointment and confirmed her reappointment through a roll call vote.

The board voted to issue a non-renewal notice to the Hampshire County Group Insurance Trust, effective July 1, 2026. This decision to withdraw from the trust was passed, with one board member abstaining.

Community contributions were acknowledged, including a $250 donation to the Southwick Fire Department from Avery and Tracy Root, and $275 in donations to the Southwick Animal Control Gift and Medical Gift Fund from various sources. Both donations were approved through roll call votes.
