Temple Terrace City Council Approves $50 Million Bond for Public Safety Facilities
- Meeting Overview:
In a recent Temple Terrace City Council meeting, the approval of Ordinance 1593, which authorizes the issuance of up to $50 million in general obligation bonds, stood out as a development. Subject to a referendum scheduled for August 18, 2026, this ordinance seeks to fund the construction of a joint public safety facility, including a new police station and fire station. The bond issuance is intended to enhance the city’s public safety infrastructure, a topic that drew discussion during the meeting.
The council’s discussion on the ordinance highlighted the complexities of funding such substantial projects. City Manager Carlos Beio, along with Dwayne Draper from bond counsel, addressed concerns regarding the ballot language and the legal stipulations required for its approval. Council members queried the relationship between the public safety bond and the city’s ongoing remediation efforts for public assets, with assurances given that these projects are funded through different mechanisms. The council emphasized the need for clear communication to the public about the bond’s revenue source, differentiating it from operational millage and ensuring that it would appear separately on tax bills as a non-permanent tax.
Following the discussion of the bond, the city council addressed a series of resolutions and public hearings related to local development and community initiatives. Among these was the approval of a rezoning ordinance for a five-acre site on Harney Road, intended to accommodate the new public safety facility. The rezoning from agricultural urban to public quasi-public zoning was consistent with the city’s comprehensive plan and garnered no objections during the public hearing.
The council also reviewed a site plan for West Coast Brace and Limb, proposing the construction of a 10,000 square-foot medical office on North 53rd Street. The plan includes parking spaces and a stormwater pond, with landscaping measures to ensure privacy for adjacent residences. The resolution was adopted without opposition.
Another notable resolution involved a piggyback agreement with Sun Civil for the restoration of a borrow pit in the northwest part of the city. This project, funded by the Florida Department of Transportation, aims to convert the area into a functional stormwater conveyance pond. Public Works Director Jason Warrenfield explained that the project addresses historical flooding issues while ensuring environmental compliance.
In addition to these infrastructure-focused discussions, the council recognized several community contributions. Ruben Lynn was honored as Employee of the Month for February, praised for his dedication and professionalism in the sanitation department. The council also acknowledged Dexter Lewis from the Hillsborough County Children’s Board for Child Abuse Prevention Month, and Amber Smith from the Southwest Florida Water Management District for Water Conservation Month.
The meeting also featured updates on local events and initiatives. A food truck rally is planned for May 8th in the downtown area, aimed at fostering community engagement with food, activities, and music. The council expressed enthusiasm for these efforts, recognizing the importance of community interaction in enhancing the city’s vibrancy.
The session concluded with a resolution authorizing the purchase of a new sanitation truck, necessary to replace an aging vehicle. The purchase, funded through sanitation resources and reserves, reflects the city’s ongoing efforts to maintain and improve essential services. The meeting wrapped up with discussions on social media strategies to promote upcoming events.
