Franklin Zoning Board Reviews Mixed-Use Development and Reinstating a Historic Convenience Store
- Meeting Overview:
The Franklin Zoning Board meeting primarily focused on two applications: a proposed mixed-use development along Route 40 and the conversion of a taco diner into a convenience store on Porttown Road. Both applications required use variances, with board members scrutinizing the potential impacts on the community, traffic, and compliance with existing zoning ordinances.
The discussion regarding the mixed-use development proposal by Porchtown Storage LLC was notably detailed. The applicant seeks a use variance to combine retail businesses with a public self-storage facility at the rear of the property. This proposal is a scaled-back version of a previously approved plan, reflecting current market conditions with less intensive retail use. The property, located at a strategic intersection of commercial zones, previously received approval for a more extensive retail development, including fast food and a liquor store.
A professional planner, Lewis Joyce, provided background on the project, highlighting its alignment with the area’s commercial zoning intent and minimized community impact. Joyce underscored that the development would generate considerably less traffic than the previously approved uses. The proposed site plan features multiple buildings, including a storage facility with 258 units and an 18,000 square foot retail component, reduced from the earlier 43,000 square feet.
Board members raised questions about the types of retail stores planned, with the focus on conventional options. Concerns about potential expansion into adjacent agricultural lands were addressed, with assurances from the property owner that there were no intentions to develop those areas. The property’s manager also contributed by detailing the design and feasibility of the storage units, which would include electrical and water access, distinguishing them from existing facilities. Although not initially planned, the possibility of outdoor storage was discussed, raising concerns about potential misuse and increased traffic.
The board stressed the importance of maintaining strict regulations to prevent businesses or repairs within the storage units. Technical discussions included whether the proposed 50-foot buffer was sufficient given the ordinance’s 100-foot requirement, and whether the site’s drainage plans could meet retention needs without changes.
The applicant’s representative emphasized that this proposal aligns with other nearby developments and is a more modest approach compared to past plans for larger shopping centers. The board generally agreed that outside storage could be beneficial if regulated to prevent misuse.
The second key application involved the conversion of the current taco diner on Porttown Road into a convenience store, a use that previously existed at the location. The applicant required a use variance due to changes in use over time. Naj Kana, the owner, explained her retail experience, noting her husband’s ownership of a liquor store. The existing parking design, featuring 12 stalls including an ADA-compliant spot, would remain unchanged, with only minor internal modifications planned.
Board members discussed the property’s nonconforming conditions, such as impervious coverage exceeding ordinance limits. Despite these discrepancies, the motion to approve the application was passed. The public comment period included concerns about drainage, but responses clarified that no new impervious surfaces were proposed.
