Milton Select Board Approves Traffic Calming Master Plan and Honors Local Veterans
- Meeting Overview:
The Milton Select Board meeting on April 7th was marked by the approval of a comprehensive traffic calming master plan aimed at addressing persistent traffic issues, as well as the decision to honor the Coyle family with a veterans sign at Brayburn and Hillcrest.
The centerpiece of the meeting was the board’s approval of a traffic calming master plan and policy. The proposal was presented by Erika Aguidaboni, alongside Katrina Meyer, who emphasized the necessity of a data-driven framework that prioritizes community concerns and ensures safety without exacerbating congestion. The strategy involves categorizing Milton’s streets to determine appropriate traffic calming measures and creating a ten-month schedule for project implementation. Community engagement is a key component, with two phases planned to solicit public feedback and refine proposals. The board’s unanimous support underscores its dedication to enhancing roadway safety and accessibility.
In addition to traffic concerns, the board addressed the proposal for a veterans sign to commemorate Ed and Mary Coyle. The Coyles, both retired military colonels, were recognized for their service and contributions to the community. A motion to authorize the erection of the sign was met with unanimous approval.
Another topic was the town’s roadway conditions and maintenance strategies. Milton’s roadways, spanning approximately 97 miles, are currently rated with a surface rating of 61.88, which is typical for Massachusetts communities. However, the town is challenged by rising construction costs and historical underinvestment in road maintenance. To bring roads up to standard, an estimated $22.5 million is needed, excluding additional improvements for sidewalks and utilities. This fiscal year, approximately $1.2 million is allocated for roadway and sidewalk projects, supplemented by Chapter 90 state funding. Despite these efforts, only 45% of the budget is spent on surface improvements, highlighting the need for increased funding to reverse the decline in roadway conditions.
The meeting also featured updates from the Equity and Justice for All Advisory Committee. The committee, currently understaffed, urged the Select Board to appoint new members to ensure diverse representation and effective dialogue on issues. The committee is focused on refining its 2021 recommendations into actionable steps, with particular attention to hiring and diversifying the police and fire departments. Board members acknowledged the challenges in recruitment and emphasized the need for ongoing collaboration with public safety departments to enhance diversity and equity within the town.
The need for a comprehensive DEI statement was emphasized, alongside concerns about affordable housing and the town’s historical struggle to develop a cohesive plan. The board agreed to consider a DI statement further in future meetings, stressing the importance of inclusivity and accountability.
The meeting also addressed various community and infrastructure topics. A request to install a Kino monitor at the Milton Food Mart was rejected unanimously, with members expressing concerns about the potential negative impact of gambling. Additionally, the board discussed the East Milton Fire Station’s appraisal report, with plans to explore the property’s potential for restaurant and residential use. The budget coordination committee’s efforts were recognized, and a proposal to extend its term to 2030 was supported to ensure continued transparency and collaboration in fiscal planning.
In other matters, the meeting included approvals for event applications, discussion of future meeting dates, and acknowledgment of Walter White’s retirement from the Milton Planning Building Department. The board also praised the Milton High School Theater for winning a state championship and condemned the theft of campaign signs, calling for respectful political discourse.
