Gardner School Committee Faces Budget Deficit, Considers Health Insurance Options
- Meeting Overview:
The Gardner School Committee meeting on April 13, 2026, was marked by discussions around a budget deficit of approximately $1.5 million and the exploration of potential changes to health insurance plans for city employees and retirees.
The budgetary challenges were a focal point, with the committee grappling with a substantial deficit despite over a million dollars in prior cuts. Insurance costs were highlighted as a major contributor to this financial shortfall, prompting an exploration of creative solutions to bridge the gap. The mayor detailed the procedural rigor applied to the decision-making process regarding these budget cuts. He noted the extensive nature of the budget review process, which commenced in November, emphasizing the complexity and duration of the discussions.
Health insurance options were a major topic of concern, with several pathways outlined for addressing rising costs. The first option considered was maintaining the current insurance plan, which would result in a 12.5% increase in costs. Alternatively, the committee could convene a Public Employee Committee to vote on plan design changes. This alignment could potentially reduce the cost increase to 10%, saving the city an estimated $300,000 to $350,000. Changes under this option would include heightened medical deductibles and specialty co-pays.
Another possibility was to switch to the Group Insurance Commission, offering a wider array of plan choices but excluding dental coverage for active employees. The final option, deemed nearly unrealistic, required unanimous agreement from all twelve employee unions to exceed the benchmark set by the Group Insurance Commission. The mayor outlined the procedural steps for each option, noting that a simple 12.5% increase could be authorized by mayoral consent alone, whereas other changes would necessitate a majority vote from the Public Employee Committee, which includes union representatives. The deadline for finalizing these decisions was set for May 1st, allowing time for notifications and open enrollment processes.
Following these budgetary and insurance discussions, the committee proceeded to address various educational updates and operational matters. Mr. Schwarz provided insights from the facilities subcommittee, highlighting the significant number of work orders processed, particularly at the elementary school level. Preventative maintenance for boilers at Elm Street School and plans for a new middle school roof and high school locker room renovations were discussed. The finance subcommittee’s report noted a drop in out-of-district tuition costs but identified a negative balance in the collaboratives tuition line and the plowing and sanding budget.
The meeting also featured a student advisory report, celebrating achievements such as college tours and drama productions. Recognition was given to senior Delaney Cormier by the Worcester County Superintendent Association, and the participation of students in advocacy efforts at the state house was noted. Spring sports activities were announced, reflecting ongoing student engagement and success.
Policy matters were addressed, with 11 policies undergoing first readings and two policies set for adoption. Discussion included suggestions for clarifying terminology in the first aid policy. The declaration of e-waste as surplus was approved, and Dr. Pelgro was reappointed to represent the school committee in both the Keystone and CAPS collaboratives.
The superintendent’s updates included an acknowledgment of Gardner High School’s accountability rating, highlighting the dedicated efforts of staff amidst the challenges of serving a high-needs student population. Initiatives such as MTSS and PBIS, along with vocational opportunities and early college programming, were commended for their positive impact.
