Fall River Traffic Board Tackles Parking Issues and Safety Concerns in Flint Area
- Meeting Overview:
The Fall River Traffic Board meeting focused on pressing parking issues and public safety concerns, particularly in the Flint area, while also addressing commercial vehicle regulations and curb cut requests. The board considered community feedback and proposed adjustments to improve traffic flow and safety across the city.
The discussion around parking and public safety in the Flint area took center stage, with significant input from local stakeholders. Tom James, owner of South Coast Funeral Homes, raised concerns about parking regulations on Everett Street, which have been recently modified. He expressed gratitude for the city’s installation of “no parking” signs that have enhanced visibility and accessibility for emergency vehicles, benefiting the funeral home’s operations. James noted a decrease in drug-related activities due to these changes, reiterating the necessity of maintaining clear access for emergency services. He stated, “We noticed the city did put the no parking signs that have been very helpful.”
Gloria, a city employee engaged in community revitalization, supported James’s observations, highlighting ongoing drug-related activities at the intersection of Everett and Pleasant. Gloria pointed out the community’s lack of cooperation with the city’s efforts, particularly with illegal parking that continues to disrupt the funeral home’s operations and poses safety risks. “It seems that the residents are not respectful of what the city has implemented,” she remarked, urging James to contact the police when faced with combative individuals obstructing access. She further emphasized the need for improved lighting as a deterrent to illicit activities, asserting, “Lighting is certainly a deterrent.”
In response to these concerns, a board member acknowledged the limitations faced by the police department in addressing numerous calls and emphasized ongoing efforts to monitor the situation. He suggested consulting with the motor vehicle unit to enhance enforcement and proposed the installation of pedestrian warning lights to improve safety.
The board also delved into the complexities of commercial vehicle parking regulations. Discussions began with the review and approval of multiple curb cut applications, including those for properties on McDonald Street, High Street, and South Main Street. These requests were met with minimal opposition.
Subsequently, the focus shifted to commercial vehicle parking, particularly the practicality of enforcing current regulations that limit parking to one hour for vehicles over two tons. Concerns were raised about the efficiency of enforcement, with one board member explaining that officers must wait the full hour to issue a ticket, often leading to inefficiencies. Christopher Peekom, chair of the public safety committee, noted an increase in complaints about large trucks, particularly in the Kennedy Park neighborhood, and proposed amendments to the ordinance to streamline enforcement and clarify vehicle classifications.
Peekom highlighted the inadequacy of current fines. The board reached a consensus to revisit the ordinance, considering amendments to the enforcement language and potential fine increases to improve compliance.
The meeting also addressed a proposal from the Green School to convert Grenell Street into a one-way street, stemming from safety concerns during student drop-off. The board expressed support for the idea, recognizing the potential benefits of a circular traffic pattern to enhance safety and traffic flow. The proposal was tabled pending further consultations with residents and the fire department.
Additionally, the board reviewed various requests for handicap parking signage and time-restricted parking. They approved a one-hour parking restriction for a spot in front of Granite City Electric on Pleasant Street, addressing issues with unmetered spots being occupied by workers from a nearby facility. The board also approved handicap parking requests for properties on Griffin and Dwelli Streets, while tabling others for further investigation.
