Hillsborough Planning Board Reviews Street Sweeper Facility and Car Wash Proposals
- Meeting Overview:
The Hillsborough Planning Board meeting showcased debates on two central topics: the Somerset County Improvement Authority’s proposed street sweeper collection facility and Flagship NJ Propco LLC’s plan to build a car wash on Route 206. Both projects sparked discussions regarding zoning compliance, environmental impacts, and community integration.
The meeting primarily centered around the Somerset County Improvement Authority’s plan to establish a street sweeping collection facility on Roycefield Road. The proposed facility is intended to serve as a centralized location for multiple municipalities to deposit street sweeper debris. The board’s discussion involved technical questions about structural integrity, particularly in light of recent collapses under snow loads in the area. The applicant assured the board that structural calculations will be forthcoming upon submission of final drawings.
A variance may be necessary for the project due to its height and proximity to property lines, though it was noted that as a governmental entity, the Somerset County Improvement Authority might not be fully bound by these zoning regulations. The board expressed cautious consideration, especially given past issues with governmental buildings that bypassed zoning laws. Stormwater management was another point of contention, with suggestions to transform a large landscape island into a Best Management Practice area to enhance water quality. The facility’s lighting plan, or lack thereof, was also scrutinized, with the applicant stating no lighting was planned due to the nature of operations.
Public comments were invited, but none were forthcoming, and the board generally expressed support for the project, recognizing its potential benefits for the local municipalities. Discussions will continue with an emphasis on environmental compliance and operational logistics.
The second significant topic was the proposal by Flagship NJ Propco LLC to demolish a vacant bank and construct a 13,955-square-foot car wash on Route 206. The project, part of Spotless Brands’ expansion, faced challenges due to its location in the Town Center (TC) zone, where car washes are not currently permitted. The board highlighted the need for a use variance from the Board of Adjustment, with representatives from Spotless acknowledging the difficulty of this task.
The proposed car wash features a “flex concept” model, offering customers various service options after passing through the wash tunnel. The facility’s design includes three pay stations, with one dedicated to members using license plate recognition, and a vacuum area for self-service cleaning. The board raised concerns about the building’s height, which exceeds the typical limit, and emphasized the importance of adhering to Hillsborough’s stormwater management ordinance.
The increase in impervious surfaces was a focal point, with discussions on how it might affect water runoff and stormwater management. A local business owner expressed concerns about potential flooding, prompting assurances from the applicant that measures such as an underground basin and porous pavement would be implemented to manage water flow effectively. Approximately 40% of the water used in the car wash could be reclaimed, with the remainder treated and discharged into the sanitary sewer system.
