Old Bridge Zoning Board Approves Fire-Rebuild Variance, Debates Church Steeple Height

Flynn, who has resided in Old Bridge for over 30 years, presented a testimony on the emotional toll of the fire and her commitment to remain in the community. The proposed plan maintains the original footprint and four-bedroom layout while slightly increasing the floor area ratio to 24.99%, above the permitted 21%.
Flynn’s application, supported by her attorney and architect, emphasized the need for the renovations to restore the house in compliance with current codes and without altering its neighborhood character. The architect outlined that the rebuild would adhere to modern living standards without expanding the house’s footprint. Paul Feist, an engineer and planner, confirmed the project met all applicable codes and would not negatively impact neighboring properties. The board unanimously approved the variance, commending the family’s resilience and community spirit.
The meeting also focused on the Community Bible Fellowship Church’s application to construct a new house of worship, including a steeple exceeding zoning height limits. The proposed 86-foot steeple drew debate due to its significant deviation from the township’s 65-foot height restriction. Board members expressed concerns about setting a precedent for future height requests, highlighting past decisions where similar applications were asked to comply with height regulations to preserve the township’s character.
The church, represented by Peter Clauser, sought to justify the height variance by integrating the cross as a architectural element. Architect Gary Seagull described the steeple as symbolizing unity and prayer, arguing for its importance in the building’s design. Despite acknowledging the architectural merit, board members remained apprehensive about the steeple’s scale disrupting the neighborhood’s visual continuity.
Traffic concerns were also addressed regarding the church’s location on Catrell Road. A traffic consultant provided analysis indicating minimal conflict with peak traffic volumes due to the church’s service schedule. The proposed site plan includes adequate parking provisions, exceeding the required number of spaces to accommodate both services and fellowship events.
As the meeting proceeded, board members contemplated potential compromises. The applicant agreed to revisit the steeple design, with the board scheduled to reconvene on the matter at a later date.
