Cranbury Planning Board Approves Variances for South River Road Project Amid Redevelopment Talks

The meeting delved into the technical aspects of the proposal, with board professionals discussing the revisions made since the last meeting. These included eight plan sheets and two turning templates that addressed trailer parking relocation and banked parking spaces. The applicant highlighted these adjustments as efforts to comply with township standards while meeting the development’s operational requirements.
Attention was also given to ensuring compliance with parking requirements, with a total of 130 parking spaces needed for the office and warehouse areas. Revisions to the parking layout, including striping and directional arrows for improved traffic flow and safety, were discussed. The truck turning templates were positively assessed by the Cranbury Fire Department, confirming adequate access for fire trucks and tractor trailers.
The board also addressed stormwater management concerns, with the removal of under drains to promote infiltration, and the introduction of a rain garden to enhance groundwater recharge. A memo from the board engineer was acknowledged.
Landscaping was another significant topic, with the applicant making efforts to enhance the site’s aesthetics. The proposed landscaping plan included a mix of evergreen and flowering trees, as well as shrubs.
In addition to the variances, the board also considered waivers related to the Environmental Impact Statement and traffic assessment, ultimately deciding to grant them after a thorough discussion. The board emphasized the necessity for ongoing adjustments to the proposal to meet all conditions outlined in previous letters.
After a brief recess, the meeting transitioned to the consistency review of Cranbury Township Ordinance 04-26-09, concerning the redevelopment plan for a property on South River Road. The board evaluated the plan’s consistency with the township’s master plan, which involves up to 130 affordable housing units. The redevelopment plan supersedes the underlying zoning, effectively serving as a zoning ordinance for the site, with a density of 15 dwelling units per acre. This adjustment allows for flexibility to accommodate future housing needs and aligns with the township’s affordable housing obligations.
The board received a presentation on the redevelopment plan, which had been developed in consultation with the affordable housing subcommittee and prospective developers. The plan’s consistency with the master plan was affirmed, and the board agreed on the importance of coordinating various stakeholders to achieve the township’s housing goals.
Members expressed confidence in the redevelopment plan’s ability to meet future housing requirements, noting that the next steps would involve the township committee adopting the plan and naming a redeveloper. The board emphasized the importance of a review process.
