Jersey City Council Explores Insurance Options, FIFA Compliance Costs, and Bike-Share Revenue

In tandem with these discussions, the council reviewed a new contract with Lyft for a bike-sharing program in Jersey City and Hoboken. Unlike the previous arrangement, which cost the city around $400,000 annually, the new contract incurs no direct costs and promises a 1% revenue share on earnings exceeding $2 million. Despite this, some council members felt the revenue share was insufficient given Jersey City’s larger population compared to Hoboken. The council requested more transparency and data on revenue comparisons with other municipalities to assess if Jersey City was receiving a fair deal. The contract’s structure aligns with New York City’s similar agreement, providing an opportunity for reassessment in three years.
The council also discussed Resolution 26237, which involved a professional services contract with New Pathway Counseling Services for the employee assistance program. The contract, valued at $65,000, drew scrutiny over its limited responses to the RFP and the need for more locally available options, as New Pathway is based in Bayonne. Questions about budget allocation and the timing of financial approvals for these services were raised, reflecting ongoing concerns about local service provision.
Additionally, the council addressed a proposal concerning the acquisition of a property on Glenwood Avenue, historically tied to a community garden. The property is owned by a developer with rights to construct residential units, prompting the council to seek funds from the Hudson County Open Space Trust Fund to potentially acquire the property without committing city expenditures. This acquisition would preserve community space and align with local development priorities.
Other topics included the city’s financial strategy regarding surplus funds, with calls for maintaining a reserve for unanticipated expenditures. The council emphasized the importance of a rainy day fund, particularly given the city’s self-insured status. Resolutions concerning various appointments and an emergency temporary appropriation were also discussed.
