The council faced the task of drafting an ordinance for these charter changes, which would require two readings before the council’s June recess, due to a deadline imposed by the supervisor of elections. This urgency was echoed by several council members, who agreed on the necessity of expediting the process while minimizing the number of items going to referendum. A motion to terminate an existing charter commission, which had been created previously, was made and approved unanimously, clearing the way for the council to focus on the new recommendations.
The meeting also addressed the termination of a temporary beach access agreement involving a temporary easement for vegetation planting on dunes owned by the Castle Beach Condominium Association. Changes in the condominium’s leadership prompted the request to terminate the easement, which the council approved after ensuring that the town would absorb the costs of removing the vegetation. This decision was made with the understanding that the plants could be relocated, thus mitigating financial impacts.
Furthermore, the council approved several resolutions related to ongoing projects and service agreements. Notably, the renewal of a submerged land lease for the Mound House was discussed, with assurances that it would not restrict access for tourism-related services. The renewal aligns with the community’s interests and extends the lease until 2030. Additional resolutions involved extending agreements with service providers like Kimley Horn Associates, Inc., and Coastal Engineering Consultants, Inc..
The council also approved a resolution for dune repair and sand truck haul services, a critical phase in beach restoration efforts following damage from previous storms. The project, funded by state funds requiring no local match, aims to restore dune elevations to their permitted design.
Nonetheless, all resolutions were approved unanimously.
The meeting concluded with discussions on planned projects and upcoming meetings, including a special meeting schedule for June and a town manager’s initiative for an Earth Day beach cleanup. Council members voiced concerns about the potential consequences of altering meeting schedules at the request of applicants, emphasizing the need for staff to have ample time to prepare for decision-making processes.
