Bradley Beach Council Withdraws Noise Ordinance, Advances Infrastructure Projects
- Meeting Overview:
During the recent Bradley Beach Borough Council meeting, the council withdrew a proposed ordinance targeting noise and air pollution from gas blowers due to insufficient support. Meanwhile, discussions focused on significant infrastructure projects, including a $4 million cost-sharing agreement with Avon for local improvements and a $2 million grant for sanitary sewer infrastructure replacement.
The agenda’s most notable decision was the withdrawal of ordinance 2026-21, which aimed to address quality of life concerns associated with noise and air pollution from gas-powered blowers. The ordinance, which proposed a phased transition to quieter and less polluting alternatives, failed to garner consensus among council members. The councilman responsible for the ordinance expressed disappointment at its withdrawal but emphasized the ongoing need to address environmental issues in the community. The decision prompted discussions on how best to tackle these concerns in the future, with members agreeing to provide statements outlining their objections for the next meeting.
Infrastructure initiatives were a focus, notably the cost-sharing agreement with Avon for improvements to the Silven Lake Pathway and stormwater management. This project, valued at over $4 million, aims to repair the bulkhead and install stormwater treatment devices to mitigate sedimentation issues. The collaborative effort with Avon is expected to involve a joint grant application, requiring a 50% financial match from both municipalities.
Another infrastructure development involved a $2 million grant from the New Jersey Department of Environmental Protection for the borough’s sanitary sewer infrastructure replacement. This grant, which does not require matching funds, will finance design work necessary for completing remaining phases of the sewer system replacement. The council highlighted this grant as a step towards modernizing the borough’s infrastructure, particularly in the northern areas where maintenance issues have been persistent.
Further financial planning was discussed through Resolution 2026-129, which detailed the issuance of a note for the New Jersey Infrastructure Bank’s water bank construction financing program. The note, amounting to $2,535,000, is intended to cover construction costs for the sewer system’s northern sections. Notably, the council emphasized the advantage of a 0% interest rate for this short-term financing, with potential for principal forgiveness contingent on project completion.
The council also addressed amendments to ordinances concerning lead abatement and housing regulations. A new fee structure for lead abatement testing was introduced, targeting rental units. This ordinance clarified that certifications must be obtained every four years, although landlords have the option for a lifetime certification at a higher fee.
Public engagement remained a priority as residents voiced concerns during the meeting’s public comments segment. Issues raised included improved communication regarding construction projects, the need for maintenance of public spaces, and suggestions for community beautification efforts. The mayor addressed criticisms about the handling of public comments, emphasizing the balance between open dialogue and maintaining order during meetings.
Additionally, the council advanced several resolutions, including the appointment of a probationary firefighter, reappointments of the municipal court judge and municipal clerk, and the hiring of Michael Collins as special counsel. Collins, noted for his expertise in government-related legal matters, will guide the borough on potential changes to council terms and governance structures.
The council also awarded a concession license for a beachfront promenade to Legacy Hospitality and Communication. The concession, located at a long-unused sewer pump station, hopes to enhance the area’s recreational offerings.
