Commission members explored scenarios where new property owners might wish to continue such practices, but Manning reiterated that the exemption would only apply to those who held it during annexation.

Additionally, the meeting addressed a query about the presence of roosters in residential neighborhoods. City rules prohibit roosters unless a property has an exemption through participation in a 4-H program. Manning advised that residents could file a code enforcement complaint if they suspected non-compliance, as property owners must provide documentation of their exemption status.
