Lawrence City Council Faces Zoning Debate Over Proposed Parker Street Laundromat
- Meeting Overview:
The Lawrence City Council meeting on April 21, 2026, featured a debate over a proposed zoning change from residential to commercial for a property on Parker Street, where a laundromat is planned. The council also addressed issues ranging from workforce funding allocations to ordinance amendments regarding temporary job appointments.
The zoning discussion dominated the meeting, with Attorney Dana Cohen advocating on behalf of the property owners, George and Leia Desmet, who aim to sell their long-operating pharmacy site on Parker Street. Prospective buyers Donald and Sarida Gomez have plans to transform the site into a laundromat, which prompted the need for a zoning change from R2 (residential) to B1 (business) to facilitate commercial use.
Cohen argued that the property has long served the community in a commercial capacity as a pharmacy and that the laundromat would continue this tradition of providing essential services. He emphasized the mixed-use nature of Parker Street, home to businesses like Arius Market and Gomez Supermarket, and contended that the laundromat would not alter the neighborhood’s character. The proposal, Cohen asserted, aligns with the city’s economic development goals.
However, opposition came from multiple fronts. Attorney Daniel A. Hayes Jr., representing the owner of a nearby property, criticized the proposal as “spot zoning,” which Massachusetts law defines as singling out a small parcel for different treatment from surrounding land primarily for the owner’s benefit, rather than community interest. Hayes raised concerns about exacerbating existing parking issues, noting that the area already faces congestion, particularly during school hours. He also highlighted potential infrastructure strains, particularly on water supply, as laundromats typically consume significant water resources.
Concerns about water capacity were echoed by council members, who debated whether the existing infrastructure could support the laundromat’s needs without adversely affecting nearby residents. Despite arguments that weekend operations might mitigate weekday congestion, the lack of detailed water usage studies left some councilors hesitant to approve the change without more information.
The public hearing revealed a divided community perspective, with some attendees advocating for the economic potential of the laundromat and others wary of its impact on parking and neighborhood dynamics. One resident raised the potential for the property to be repurposed as a halfway house, which could lead to increased crime, advocating instead for a business use that would benefit the community.
After a debate and a failed motion to table the decision pending further water capacity information, the council ultimately voted against the rezoning.
Beyond the zoning issue, the council addressed a controversial appropriation of $200,000 from free cash to the Merrimack Valley Workforce Board for AI workforce training. Residents expressed concerns about directing funds towards AI, arguing it could displace jobs and strain local resources. Several speakers advocated redirecting the funds to support local businesses and community organizations that are directly impacted by economic changes and gentrification pressures.
The council also handled procedural matters, including a vote to approve event dates and license renewals.
The debates reflected broader themes of economic development, infrastructure capacity, and the impact of technological advancements on local employment and business landscapes.
