The council unanimously approved Ordinance 2023-39, which introduced a flat fee of $10 per parking spot for private parking lots, aligning Asbury Park’s fees with those of neighboring towns. This decision followed a public hearing where the implications of the new fee structure were discussed.

Another point of discussion was Ordinance 2023-44, which addressed the regulation of public contracting contributions. The ordinance was brought forth to repeal local pay-to-play restrictions, as state regulations now override local laws in this area. After a public hearing and council deliberation, the ordinance was also unanimously approved.

The council tackled the need for improved beach equipment storage with Ordinance 2023-45. This ordinance authorized a lease agreement between the city and Asbury Partners LLC and Cajun Fish Holdings LLC, to facilitate the relocation of beach equipment following the sale of the current storage location. The unanimous passing of this ordinance after a public hearing demonstrated the council’s initiative in maintaining the city’s beach facilities and operations.

Addressing transportation needs, the council approved Ordinance 2023-46, which constituted the 2023 Transportation update for Asbury Park. The ordinance included provisions for new parking spaces and designated areas for taxis and ride-share vehicles.

The council also focused on housing concerns with the passing of Ordinance 2023-48, which amended the city’s rent leveling regulations. This ordinance sought to simplify the administration of rent leveling to ensure more efficient management, benefiting both tenants and landlords.

During the meeting, Deputy Mayor Amy Quinn highlighted current board, committee, and commission openings, encouraging residents to get involved in local governance. The council collectively approved resolutions 2023-547 through 2023-548, which encompassed routine city matters such as the payment of bills and various project change orders.

The session began without Mayor John B. Moor, who was noted to be absent due to upcoming surgery, with his return anticipated in January. Deputy Mayor Quinn conveyed the council’s well-wishes for the Mayor’s recovery and informed citizens of the city’s high score in the Human Rights Campaign Municipal Equality Index, an achievement that underscores Asbury Park’s dedication to LGBTQ+ inclusivity.

Council members Angela Ahbez-Anderson, Eileen Chapman, and Yvonne Clayton offered remarks on community initiatives and holiday celebrations, acknowledging the contributions of the Department of Public Works, the Chamber of Commerce, and the Police Department. Council member Chapman, in particular, thanked these organizations for their role in spreading holiday cheer.

The meeting also served as an occasion to bid farewell to departing City Manager Donna Vie, who received a proclamation for her contributions to the city. Recognized by the council and Mayor, Vie expressed her appreciation for the collaborative efforts of city staff, council members, and the community throughout her tenure.

During public participation, representatives from the Asbury Park Chamber of Commerce expressed their gratitude for the city’s support during holiday events. However, concerns were aired by a Neptune resident regarding the living conditions of the elderly in Asbury Park Housing Authority properties.
