Bridgewater Planning Board Reviews Sewer Authority Project Amid Financial and Environmental Concerns

He reassured board members that municipalities like Bridgewater and Branchburg Township would see these changes phased in over time. Anastasio detailed that the current facility had become inadequate for SRVSA’s needs, necessitating a new building to accommodate staff and ensure compliance with the Americans with Disabilities Act (ADA).
Environmental concerns were another focal point, with assurance given that no untreated sewage has been discharged over the past twelve years, except during significant weather events like Hurricane Ida. The project also includes a comprehensive stormwater management plan, which will be submitted for review by the New Jersey Department of Environmental Protection (NJDEP). The proposed stormwater system will adhere to state regulations, ensuring no net fill added to the site, thereby mitigating flood risks.
Attention was also given to the SRVSA’s compliance with regulatory oversight. Under a New Jersey discharge pollution elimination system permit, the SRVSA conducts daily testing to ensure water quality. This includes continuous on-site monitoring and additional verification by an external lab. The DEP also conducts annual inspections and spot checks to ensure compliance, maintaining a partnership with SRVSA for environmental oversight.
The board discussed the project’s infrastructure details, including the proximity to the Middlebrook trunk sewer line owned by Bridgewater and an abandoned 24-inch sewer line on SRVSA property. The SRVSA confirmed that the Middlebrook line would not be affected by construction, and they would consider installing construction fencing around the easement for protection. The project requires two variances due to unique setback situations caused by the site’s easement, although the building’s position complies with zoning regulations.
Architectural plans for the new building were presented, featuring an attractive design with metal panels and curtain walls. The building’s layout includes offices around the perimeter and a central meeting area, with sufficient parking exceeding the minimum requirement. The site plan also addressed the need for a minimal amount of landscaping and site lighting to enhance safety.
The meeting also covered updates on other applications, including Wheatsworth Properties Urban Renewal LLC, which is awaiting Department of Transportation approval for access. The application for Mark Mueller was carried over to May 5th due to notice issues, with an emphasis on ensuring proper notice for future hearings.
