The developers addressed board concerns, agreeing to comply with review letters from various departments, although they noted certain limitations regarding requests for pervious concrete and motion sensor lighting. The facility is not intended to be a data center due to insufficient electrical infrastructure and is designed for warehouse distribution users.
One focus of the board’s discussion was on the proposed operational aspects and employment levels at the warehouse. Hours of operation are expected to vary based on tenant needs, potentially ranging from 24/7 to traditional business hours. Estimated full-time employment could range from 50 to 150 employees, raising concerns about parking adequacy, especially if a 24/7 schedule necessitates multiple shifts. The developers are seeking a parking variance, arguing that their provision of one space per 1,000 square feet exceeds industry standards.
The site design includes consolidating multiple lots into a single 146,000-square-foot warehouse lot, with 141,000 square feet for warehouse use and 5,000 square feet for office space. Environmental considerations are evident in the plan to reduce impervious coverage by 2.5 acres, including a 4.1-acre reduction in vehicular areas, and the inclusion of four bio-retention basins for stormwater management. Traffic improvements are planned, such as closing existing curb cuts and establishing a single access point compliant with NJ Department of Transportation standards.
The developers justified these variances based on industry standards and operational efficiency. They also proposed a taller fence for safety adjacent to a retaining wall and sought a waiver for lighting levels in parking areas to ensure safety without excessive illumination.
The board also considered a separate ordinance related to affordable housing, involving minor changes to the VC2 village center overlay. These changes would facilitate housing projects within the township’s housing plan, aligning with state fair housing obligations. The ordinance would allow closer proximity of residential dwellings to Route 33 and eliminate certain landscaping buffer requirements. The board confirmed that the ordinance was consistent with the township’s master plan and necessary for implementing recent housing element adoptions.
Public input during the meeting included discussions on construction oversight, water supply concerns, and traffic management at critical intersections, particularly the jug handle near the proposed warehouse site.
