Collingswood Acts on ICE Ban, Discusses Volunteer Safety and Short-Term Rentals

A resident’s concerns about potential gaps, particularly the possibility of registered sex offenders volunteering, prompted a detailed review of current procedures. The borough currently uses a name-based system through a third-party vendor for background checks. Concerns were raised about the lack of a mechanism to confirm that volunteers completed required safety training videos. Suggestions included implementing a quiz or a certificate of completion to ensure accountability. There was consensus on exploring a more rigorous screening process, including a possible shift to fingerprinting, despite the associated costs.
The council also discussed short-term rentals, clarifying that current ordinances permit only 12-month leases in response to safety concerns during the COVID-19 pandemic. While additional regulations ensure compliance with safety systems and owner occupancy, no properties have applied for short-term rental status since the ordinance’s passage. Council members noted that when rental properties appeared online, owners were informed of the application process but chose to cease operations instead.
The council expressed a desire to make the application process for short-term rentals more accessible and user-friendly, indicating a willingness to promote this option to residents, despite acknowledging potential noise and disturbance issues. The discussion also touched on potential cannabis consumption lounges, highlighting the need for municipalities to establish regulations before applications are submitted, as early applications would be grandfathered in.
In addition to these discussions, updates on community events and initiatives were provided. The upcoming Mayfair event, now in its 45th year, was highlighted, with 205 crafters and 26 sponsors confirmed. However, volunteer shortages were a concern, as only ten volunteers were signed up against a target of fifty. The public was encouraged to volunteer, with assurances of support and incentives.
