The discussion then shifted toward the issuance of a partial certificate of compliance, acknowledging concerns about the germination rate of the grass planted on site. One participant mentioned, “Unfortunately, I haven’t been able to get up there this week,” highlighting uncertainty about the grass’s progress. Despite recent cold weather, it was anticipated that warmer temperatures might aid in the grass’s growth. The necessity of maintaining erosion control measures until the grass took hold was also emphasized.
The commission moved to approve the partial certificate of compliance, referencing a checklist of completed tasks aligned with the order of conditions, such as work on the house, driveway, and swale. The final requirement was to ensure erosion control measures remained until the plantings were fully established. A motion was made to issue the partial certificate, which was seconded and approved unanimously.
Another topic was the upcoming town meeting scheduled for May 9, where the expansion of the Southport conservation area will be discussed. The chair emphasized the importance of attending to support the proposal, which involves a Community Preservation Act application up for a vote. The chair noted that they would be available to answer questions during the meeting, while another member would need to recuse themselves due to being an abutter.
In addition to these topics, unanticipated business included concerns about potential septic repair work at the Thomas property, where a crane had been observed. No prior contact had been made with the commission regarding this work, raising compliance questions. The proximity of the work to a water body necessitated verification of necessary permits, particularly from the board of health.
