Boston Zoning Board of Appeals Approves 29 Elm Street Renovation Amid Neighborhood Concerns

Shan assured the board of the project’s alignment with neighborhood design standards and presented a shadow study to allay concerns about potential shading effects on adjacent properties. This study demonstrated minimal impact, a key factor in gaining approval.
Despite a side setback violation of six inches, the board was convinced by Shan’s argument that the roof deck was essential as the primary outdoor space for the residents. Siggy Johnson from the Office of Neighborhood Services confirmed the completion of the community process and the absence of post-meeting objections. The board, satisfied with the proposal and the community’s response, unanimously approved it with the condition of submitting finalized drawings to the Boston Planning Department.
The meeting also saw the approval of other notable proposals, including one on East Broadway, where Elizabeth Vu sought to expand her beauty services to incorporate body art and permanent makeup. Vu highlighted her established community presence and commitment to diversifying service offerings. Johnson again confirmed that the community process was completed without negative feedback, leading to a smooth approval.
Another case involved 658 East 5th Street, where a single-family dwelling conversion into a two-family dwelling was proposed. Attorney Ryan Spitz, representing owner Sean McClory, outlined plans for interior layout changes and a rear deck addition with a spiral staircase for egress. The proposal faced challenges due to a lot area violation and lack of off-street parking. Nonetheless, support from the City Point Neighborhood Association and abutters facilitated unanimous board approval.
The meeting continued with straightforward approvals for cases with minimal public opposition or zoning violations. These included the transformation of commercial space into a bakery at 535 to 545 Dudley Street, presented by President Vargas Desel. The proposal required no exterior modifications, and the lack of community objections allowed for an expedited approval process.
Additional cases reviewed involved attic expansions, kitchen renovations, and basement finishing, all of which passed with unanimous board support after community processes were completed. Notably, 268 Chest Avenue’s proposal to rebuild an existing addition for age-in-place considerations, and Bison Avenue’s two-story house addition both received strong neighborhood backing, as confirmed by community engagement specialist Jeremy Benbury.
