Hunterdon Central School Board Discusses Budget, Dual Enrollment Initiatives, and Capital Reserve Strategy
- Meeting Overview:
The recent meeting of the Hunterdon Central School Board focused on topics, including the district’s budget adjustments, dual enrollment initiatives with Raritan Valley Community College (RVCC), and the strategic use of capital reserves to manage facility projects and maintain financial stability without resorting to referendums.
A point of discussion was the proposed budget for the 2026-2027 school year, which aimed to balance educational enhancements with fiscal responsibility. The board proposed a tax levy of 2.27%, below the county average, achieved through the elimination of 20 positions primarily through attrition. This budget is designed to maintain the quality of academic programming while addressing rising costs, such as an 18.6% increase in health benefits.
Some board members voiced concerns about financial projections, particularly regarding health insurance costs, which are expected to double over the next five years. The unpredictability of these costs was noted, prompting a call for cautious budget forecasting. A proposal to amend the tax levy to 1.5% was introduced but ultimately failed to pass, with the board maintaining the 2.27% levy.
The board also reviewed its capital reserve strategy, highlighting its role in funding long-term facility projects without resorting to referendums, the last of which occurred in 2003. This approach has generated interest revenue. The capital reserve account is vital in maintaining a stable tax base, with approximately 80% of the district’s budget funded by local taxes and only a small fraction coming from state aid. Concerns were raised about the adequacy of these reserves to cover the projected $66 million in capital projects over the next five years. The board discussed the need for strategic prioritization of these projects based on necessity.
In addition to financial matters, the board explored educational initiatives, particularly the dual enrollment opportunities with RVCC. This program, part of the biomedical sciences academy, allows students to earn college credits while in high school, providing a head start on an associate’s degree. The initiative aims to support students interested in health sciences careers by offering a more coherent pathway and discounted tuition rates, alleviating some financial burdens associated with college education. However, the program is currently limited to students in the biomedical sciences academy, with discussions ongoing about expanding it to other academic pathways.
Public comments at the meeting reflected diverse community perspectives, from commendations for the board’s financial management to criticisms of its responses to budget-related queries. Community members emphasized the importance of transparency and accountability, particularly regarding financial projections and capital project priorities.
One community member, Maryanne Rampulla, praised the board’s efforts to lower tax increases while maintaining essential services. In contrast, Sandra D’vour criticized the board’s perceived dismissiveness in addressing budget queries, calling for greater transparency in aligning capital projects with student and district needs.
The board also addressed procedural concerns during the meeting, including a motion to review the language in resolutions granting authority to brokers. This led to the successful amendment of a motion.
