Jackson School Board Appoints New Superintendent Amidst Budget Challenges and Student Achievements
- Meeting Overview:
The Jackson School Board meeting this week addressed several matters ranging from the appointment of a new superintendent, financial challenges impacting the district, to the recognition of student achievements. The board approved the appointment of Mr. Biginsky as the new superintendent, highlighted the district’s budgetary constraints, and celebrated various student accomplishments, including the Girls Wrestling Team’s state championship win.
At the forefront of the meeting was the appointment of Mr. Biginsky as the new superintendent. Board members emphasized his extensive experience and readiness to lead the district without a learning curve. Mr. Biginsky expressed gratitude for the opportunity, acknowledging the challenges ahead and the importance of stability moving forward. He committed to prioritizing student needs and building a solid foundation for growth. The outgoing superintendent, Mrs. Pormilli, praised Mr. Biginsky for his dedication and experience, expressing confidence in his ability to guide the district through future challenges.
The meeting also involved a discussion on the district’s financial situation and the upcoming budget for the 2026-2027 school year. A focus was placed on the rapidly growing non-public student population in Jackson, projected to reach 8,534 next year. This demographic shift presents unique budgetary challenges, with 48% of students classified as economically disadvantaged. The budgetary cost per pupil stands at $17,219, considerably lower than the state average of $19,221, placing Jackson among the lowest spenders in New Jersey. Despite this frugality, the district is projected to be $29.6 million below the adequacy budget for the upcoming year. Health benefits are expected to increase by 23.5% next year, driven by rising costs in prescription drugs and increased healthcare utilization post-pandemic.
Revenue sources for the district include local taxes, state aid, and federal funding. Local taxpayers now contribute 68% of the local tax levy, a significant increase from just over 50% a decade ago, reflecting a reduction in state aid, which now accounts for only 16% of total revenue. This year, the district faces a $680,000 cut in state aid, the largest in Ocean County. The state aid has decreased by 55.6% over the past decade, even as student enrollment has dropped by 22.5%.
To address these financial constraints, the board presented a balanced budget with minimal increases, including an average $305 annual tax increase for local taxpayers. Despite reduced state aid and rising expenses, the budget allocates for new teaching resources, a flexible learning academy, and essential capital improvements such as HVAC replacements.
Meanwhile, the meeting celebrated significant student achievements. The Girls Wrestling Team’s historic win of the New Jersey Group 4 State Team Championship was a major highlight. The team was commended for their undefeated season and the standard they have set in New Jersey athletics. Coaches and supportive families were acknowledged for their contributions to this achievement.
Additional student accomplishments included recognition of athletes Skylar Carpenter and Michael Fogarty as Athletes of the Month and Ava Inchousti and Maya Minti as Seniors of the Month. The DECA student organization saw seven members participate in the International Career Development Conference, with three students earning international finalist titles. The Air Force Junior ROTC excelled in the Raiders competition, securing first place overall.
The board also discussed the flexible learning academy, a new program designed to offer an alternative educational pathway for students struggling in the traditional school environment. This program will operate from 2:00 to 6:00 PM and cater to students facing disciplinary issues, addiction challenges, or needing additional support for credit recovery.
Committee reports included updates on capital improvement projects, such as the installation of new AC compressors and facility repairs, as well as the budget and finance committee’s review of the 2026-2027 budget. The board approved various motions, including minutes from previous meetings and treasurer’s reports, all receiving unanimous approval.
