Hillsborough Borough Council Faces Tensions Over 2026 Municipal Budget and Public Input
- Meeting Overview:
The Hillsborough Borough Council meeting saw a debate over the introduction of the 2026 municipal budget, with discussions on public participation, budget transparency, and community engagement. The meeting also touched on historical commemorations, local recognitions, and ongoing community initiatives.
The primary focus of the evening was the introduction of the 2026 municipal budget. Christian Buchelle, the Chief Financial Officer and Director of Finance, presented the budget, detailing various unavoidable cost increases impacting the budget, totaling approximately $867,000. These included statutory and contractual increases, particularly in pension contributions and health insurance costs, which had risen significantly.
Buchelle explained that municipalities in New Jersey are subject to strict spending and levy caps, which limit how much they can increase their budgets each year. The allowable increase was determined to be around $1.247 million, constrained by a cost-of-living adjustment (COLA) that was set at 2% for the year, though the council had previously approved a COLA increase to 3.5%. This adjustment was characterized as essential for the budget process, which faced challenges in staying below the mandated caps.
The discussion also addressed revenue sources for the budget, totaling approximately $43 million. The primary source of revenue was identified as residential property taxes, contributing about 87% of the tax revenue. Buchelle noted that the average home value in Hillsborough was approximately $628,000, with a modest increase in the tax rate anticipated, estimating an annual impact of $56 for homeowners.
The introduction of the budget sparked a motion to allow public comments and questions, although the motion was met with mixed support among the committee members. Despite this, the resolution to introduce the budget was passed, with a public hearing date set for May 26, 2026. Another resolution for emergency temporary appropriations before the budget adoption was also approved.
Public comment rights dominated another portion of the meeting. Residents expressed dissatisfaction with the lack of transparency and the timing of information dissemination. One resident emphasized the public’s right to review resolutions before they are voted on, advocating for improved communication via live streaming and earlier release of meeting packets. Concerns were also raised about affordable housing developments and the township’s obligations, with residents urging the committee to allow questions during budget introductions.
The meeting also featured recognition of local educators and community achievements. Several teachers and educational professionals were honored for their contributions, with educators expressing gratitude for the supportive environment in Hillsborough schools. The educators’ recognition was part of the annual honors by the Hillsborough Township Board of Education to commend outstanding service in the district.
Additionally, a presentation by Ro Washington Roshambo of the Washington Roshambo Revolutionary Root Association highlighted Hillsborough’s historical significance as a “victory town” along a historic trail commemorating the American War of Independence. The presentation emphasized the strategic importance of the march of American and French troops through Hillsborough in 1781. A check from the Rotary Club to support a plaque marking the trail further underscored community pride in Hillsborough’s historical contributions.
