- Meeting Overview:
The Emerson Borough Council’s recent meeting was marked by discussions on the Firehouse elevator project and the proposal to lease police cars, alongside important updates on several community projects and transparency issues raised by residents. The council approved professional service contracts and bill lists, and was informed about the progress of various community initiatives.
One focus of the meeting was the Emerson Firehouse elevator project, which is being funded in part by a Community Development Block Grant (CDBG). The project is considered time-sensitive due to the expiration date of the grant money, with a substantial completion expected by April 15th. The elevator is intended to provide accessibility for the Ladies Auxiliary and senior fire officials, enable the building to serve as a polling place, and ensure ADA certification. The council’s confidence in meeting the project deadline was evident, despite the complexities of the bidding process and adherence to grant guidelines.
Public engagement during the meeting brought forth concerns regarding the transparency of the elevator project’s financial aspects. Resident Tom Brown questioned the initiation and authorization of the project, as well as the expenditure and invoices related to it. Cassie Dudel echoed similar concerns about financial transparency. A legal representative, Mr. Ortiz, further questioned the council’s compliance with a public records request pertaining to the project’s invoices, sparking a debate on whether the invoices should be made public.
Another discussion revolved around the police department’s proposal to lease police cars due to the high costs and maintenance issues associated with purchasing new vehicles. Chief Savino outlined a leasing plan that involved acquiring two vehicles for four years, with the potential to add a third in subsequent years. The plan was presented as a cost-saving measure, addressing the need for updated cars given the current fleet’s high mileage and safety concerns. The council members supported this initiative, which will be incorporated into the budget documents.
The council also tackled the introduction of ordinances concerning vehicles and traffic, employee compensation, and the amendment of chapter 200 on Parks, Playgrounds, and Recreation areas. All ordinances were approved after public comment periods, with majority support from council members. Updates on community and environmental initiatives were provided, including the Northwest Bergen contract, activities in Emerson Woods, and the donation of lights to a local organization.
Councilwoman Moore reported on operational matters from the Department of Public Works (DPW), such as the post-storm recovery efforts and the maintenance of municipal equipment. The council president highlighted administrative updates, including the distribution of the 2024 garbage and recycling newsletter, the availability of pet licenses and commuter parking permits, and the due dates for first quarter taxes.
The meeting also celebrated community milestones, albeit with the postponement of Franchesca Anora’s 103rd birthday celebration due to inclement weather.
In addition to operational discussions, the council addressed the importance of making online materials accessible to residents with disabilities. The challenges of accessing documents and the need for computer programs that assist with accessibility were debated. The council’s attorney assured that the borough’s web provider was aware of federal guidelines for web content accessibility.
Furthermore, the meeting included updates on several borough projects, such as road improvements, park facilities, and the upcoming lighting project at Vanik Field. Progress on the CDBG pump station and the 2024 Road program was also discussed. The transition in the Borough Clerk’s office following Jane Di’s retirement was reported, with recognition given to the new clerk for their efforts during this period.
Lastly, public comments revealed further transparency concerns, with a former council member raising issues about the borough’s website accessibility and a lack of response to an Open Public Records Act (OPRA) request. This prompted a dialogue on the council’s efforts to ensure accessibility and transparency for all residents.
