Hammonton School Board Faces Criticism Over Tuition Hike Impacting Waterford Schools
- Meeting Overview:
During the recent Hammonton School Board meeting, discussion revolved around the adopted 2026-2027 school budget, with specific focus on the implications of increased tuition fees for Waterford Township students attending Hammonton schools. This increase has raised concerns over its impact on Waterford’s educational resources, as expressed by a resident during the public comment section.
Billy McDermad from Waterford addressed the board, highlighting the financial difficulties faced by Waterford schools, which are dealing with property tax hikes and substantial layoffs, including the loss of a school nurse and essential curriculum programs. He attributed these challenges primarily to the tuition fee increase implemented by Hammonton. McDermad requested clarification on the formula used to calculate these tuition rates, as Waterford’s board had repeatedly sought this information without success. He emphasized the need for transparency to justify the tuition hike to Waterford residents.
In response, a Hammonton board member reassured McDermad that the tuition calculation details had been shared at various administrative levels, including among superintendents and board solicitors, and were part of the public record. The board member expressed surprise at the communication gap and offered to email McDermad the specific numbers, which McDermad welcomed, noting their absence from Waterford’s records.
The meeting continued with a focus on the proposed school budget, set at just under $72 million. The budget’s development was led by Superintendent Thomas Ramsay, who stressed the importance of maintaining academic standards, investing in technology, and meeting contractual obligations. Ramsay highlighted cost-saving measures that resulted in savings of over $500,000 through attrition.
Despite the budget’s careful planning, board members raised concerns about several aspects, including the $2.4 million increase in local revenue, influenced by tuition increases from Waterford and Folsom. Ramsay explained this was due to these districts underestimating their student numbers. Additionally, questions arose about a $1.4 million increase in special education instructional costs, which was due to corrected budgeting practices rather than increased staffing.
The board debated the proposed tax rate increase from 1.451 to 1.481, which would result in an estimated $8 monthly increase for the average Hammonton homeowner. Some members expressed reservations about the tax hike, considering the district had received a substantial increase in state aid and maintained an excess reserve of $4.5 million. One member voiced dissent, arguing that taxpayers were already struggling with rising costs for essentials like fuel and electricity, and suggested the tax increase was unnecessary.
Conversely, another board member defended the budget, explaining that the excess reserve was intended to support the current budget and provide taxpayer relief. The member clarified the relationship between the reserve and the budgetary process, emphasizing the need to balance fiscal responsibility with educational priorities.
As the meeting progressed, the board addressed personnel items, with some abstentions reflecting ongoing divisions among members regarding certain decisions. The session concluded with an invitation for further public comments, though no additional members of the public spoke, and the board adjourned the meeting.
