Oviedo Planning Agency Reviews Amendments for Reformed Theological Seminary Development
- Meeting Overview:
The Oviedo Local Planning Agency meeting addressed several significant planning requests, including a zoning map amendment for the Reformed Theological Seminary (RTS) to facilitate student housing and a deviation request for a sign on East Broadway Street. The board also discussed modifications to the Kingsbridge Planned Unit Development (PUD) and considered public concerns about infrastructure and environmental impacts.
The most notable discussion centered on a proposed zoning map amendment for the Reformed Theological Seminary. The amendment seeks to modify the existing development agreement to allow for 163 student housing beds, including up to 40 beds in a newly proposed dormitory-style bunkhouse. This change is intended to accommodate students attending short-term, intensive courses, aligning with the seminary’s evolving educational model, which incorporates hybrid learning formats necessitating on-campus presence for full-day classes.
Michael Grind, representing RTS, clarified that the proposal would not increase the current entitlement cap of 120 multifamily units. Instead, the focus is on offering a different type of accommodation by reallocating the existing residential capacity to suit student housing needs. The amendment also includes plans for two detached single-family homes for administrative or security purposes.
The proposed student housing amendment stirred extensive discussion. Concerns were raised about the potential impact on local infrastructure, with particular focus on stormwater management and traffic congestion. Residents expressed worries about the environmental integrity of surrounding areas, including the conservation status of Tract J. Public comments highlighted the necessity of maintaining natural drainage buffers, crucial for mitigating flooding risks witnessed during recent hurricanes.
Further scrutiny was applied to the architectural guidelines and existing structures on the seminary property. One speaker pointed out the presence of a non-compliant chain link fence along the north border of Tract J, urging its removal in accordance with architectural standards and as a condition for amendment approval. The attorney for RTS acknowledged these concerns, confirming a commitment to adhere to city and state regulations, including addressing the fence issue if it pertains to the seminary.
In response to public feedback, the board deferred a decision on the RTS amendment until the next meeting, allowing time for discussions between the developers and the local homeowners association (HOA). This engagement aims to address community concerns and clarify project details before proceeding to present to the city council.
Another agenda item involved a deviation request for a sign on East Broadway Street for Silverball Entertainment, Inc. The applicant, Ed Clamp, explained that the original sign was removed due to road widening, necessitating a new, shorter sign to comply with visibility requirements. The proposed sign height of 11.9 feet exceeds the maximum allowable height of eight feet, requiring a 48.7% deviation. The staff recommended approval, with a condition for planting additional shrubs at the sign’s base to enhance aesthetics and comply with landscape guidelines. The board unanimously approved the deviation with this condition.
The meeting also covered proposed amendments to the Kingsbridge Planned Unit Development (PUD). Presented by Catalyst Design Group, the amendments include transitioning the zoning to a more refined PUD, with a focus on introducing multifamily housing and student housing options not originally part of the Oviedo Groves plan. The proposal maintains the current cap of 120 multifamily units while allowing for 163 student housing beds.
Traffic impact assessments for Kingsbridge showed a net reduction in vehicle trips, including during peak hours, due to the proposed changes. This reduction is attributed to the planned adjustments in land use and density without altering access points or increasing residential units beyond historical allowances.
Public comments during the Kingsbridge discussion echoed concerns about potential environmental impacts and infrastructure strain. William Ryan, a nearby resident, emphasized the importance of preserving Tract J as a conservation area, requesting its exclusion from student housing entitlements to protect its ecological role. Ryan also pointed out inaccuracies in the agenda memorandum concerning Lot 3, demanding corrections to ensure a truthful representation of the property’s development status.
