Ayer-Shirley School Committee Tackles Budget Concerns Amidst Staffing and Infrastructure Challenges
- Meeting Overview:
In a recent Ayer-Shirley Regional School Committee meeting, discussions unfolded around budget constraints, staffing shortages, and infrastructure projects. The committee addressed the financial outlook, including energy cost fluctuations and staffing shortages within the parks department, while also deliberating on infrastructure projects such as the Main Street Transportation Improvement Project and the Sandy Pond Beach House.
Rising fuel and energy prices, influenced by geopolitical events, prompted discussions on budget adjustments and consultations with the municipal aggregation program for competitive energy rates. The facilities director was tasked with monitoring the situation, especially with the town’s energy provider, Constellation.
Staffing shortages in the parks department were another focal point. The resignation of the parks director and a vacancy in the assistant parks position left the department without a full-time professional presence. The hiring process for a new parks director was expedited, with applications due by May 1. An interim appointment was considered to bridge the gap for the next 30 to 45 days. Additionally, the need for lifeguards at Sandy Pond Beach was discussed, as only three had been hired against a requirement of 11. The parks commission set the beach’s opening day for June 23, departing from the traditional Memorial Day weekend opening, due to staffing challenges and historical attendance patterns. The town manager underscored the importance of adequate lifeguard staffing for public safety.
Infrastructure developments were another key topic. The Main Street Transportation Improvement Project faced delays, with costs for regional projects increasing by 50% due to inflation, pushing it into a draft TIP program for the federal fiscal years 2027 to 2031. Despite a high priority TEC score, the project was delayed due to funding issues. A suggestion was made to draft a letter to the MRPC to emphasize the importance of the project, with the select board and public works department submitting letters before the comment period ended on May 15.
The Grove Pond Water Treatment Plant improvements also featured in the meeting, with a change order amounting to $352,319.57 approved to enhance efficiency in backwashing. Meanwhile, the Mil Street drainage improvement project came in under budget, allowing for additional work. These infrastructure projects underscored the ongoing efforts to manage and improve local facilities within budgetary constraints.
Further discussions involved the Sandy Pond Beach House project, where a designer was selected, yet capital appropriation remained pending. The committee hoped to revisit this issue during the fall town meeting. The upcoming May 19 meeting would also present a report on the 71 Sandy Pond Road study, summarizing findings and recommendations from a working group.
A site plan hearing for a property on Jackson Street was another significant topic. The applicant sought three waivers from site plan regulations, all unanimously approved by the board. The project involved a single-family home with an accessory dwelling unit, with discussions addressing traffic circulation, parking, and outdoor lighting regulations. Special conditions included installing fencing and removing a large pine tree on the boundary with a neighboring property.
The meeting transitioned to a public hearing for a property on Littleton Road, involving land clearing and a minor stormwater management permit. The board approved the site plan and stormwater permit without any special conditions. The discussion also touched on the need for clarity in proposal language, particularly concerning associated dwelling units and technical aspects of stormwater management systems.
