Pleasantville City Council Discusses Cannabis Business, Amends Parks Ordinance, and Faces Resident Concerns
- Meeting Overview:
The Pleasantville City Council gathered for its recent meeting to deliberate on a variety of matters, including the introduction of a prospective cannabis business, amendments to city ordinances, and addressing resident issues related to infrastructure and public amenities. The meeting also included routine approvals of several resolutions and ended with a moment of community reflection.
One of a notable topics during the meeting was the introduction of a businessman from Oklahoma, Mr. Clear, who is involved in the cannabis cultivation and processing industry. Mr. Clear informed the council of his intentions to acquire a 49% interest in a local company with plans to eventually take a majority stake. He outlined his extensive experience in the cannabis sector, noting that he currently holds three active licenses in Oklahoma. His plans for Pleasantville include local hiring and job training programs, which are contingent upon the approval of the transaction by the Cannabis Regulatory Commission. He assured the council that any commitments made by the previous stakeholders would be honored, emphasizing his focus on compliance with state regulations and high-quality production standards.
This introduction was accompanied by a brief discussion on rent control, initiated by a council member’s inquiry about the limitations landlords face concerning property retention. The conversation highlighted some uncertainties about existing property regulations, prompting a clarification on the distinction between land and homes in the context of rent control.
Another issue addressed was Ordinance Number Four, which involves amendments to Chapter 187 of the city code concerning parks and playgrounds. A public hearing was held, although no residents opted to speak. The ordinance was subsequently adopted following a unanimous vote by the council members present. This amendment reflects the city’s continuing efforts to enhance recreational spaces for its residents.
Of particular interest was Resolution 83, which authorized a grant application from the New Jersey Urban Enterprise Zone Authority for a loan program, valued at $1,300,000. This resolution was one of many aimed at securing funding for various city projects, including a sign study and supplemental funding for Main Street demolition. Other resolutions approved involved applications to the New Jersey Department of Transportation for bikeway grants and municipal aid, all receiving unanimous support.
A noteworthy contract was also discussed and approved, involving a five-year agreement with Exxon Enterprises for police department porta services. This decision was made alongside approvals for engineering services related to sewer projects and a memorandum of understanding with New Jersey American Water.
The financial review segment of the meeting highlighted several payments, including an $8,651.75 charge to the Atlantic County Treasurer for fuel and other expenses. Among these was a notable payment of $51,887 for ShotSpotter services, which prompted council inquiries regarding the specifics of these funded projects.
Public comments brought forward by residents Lenny Oliver and another concerned individual illustrated community challenges. Mr. Oliver shared his experience with vehicle damage caused by poor road conditions on Ireland Avenue, expressing frustration over the city’s inadequate response to his complaint. Another resident voiced concerns about a chain restricting access to a ramp at the Pleasantville Basin, emphasizing the importance of maintaining open access for both recreational and emergency purposes.
The meeting was also marked by moments of community recognition and reflection. The council observed a moment of silence in memory of Sergeant Richard Ward, a retired police officer, and acknowledged the Pleasantville Fire Department’s service with a plaque. Additionally, the council proclaimed May 7th as National Day of Prayer and designated August as Veterans Appreciation Month.
